Signed in 2003 by Summit Article 2, one of the objectives of the Charter is to Promote the establishment and harmonisation of the social security schemes. Article 10: Member States shall create enabling environment so that every worker in the region shall have a right to adequate social protection and shall, regardless of status and type of employment enjoy adequate social security benefits.  Member States are expected to have made provisions to domesticate this

ARTICLE 17: MIGRANTS, FOREIGN WORKERS AND REFUGEES: i) Member States should ensure the facilitation of exportability of benefits, including the payment of benefits in the host country. ii) Member States are called upon to identify the applicable law for purposes of implementing this provision  SADC Secretariat has administered monitoring and evaluation tool to determine implementation status by MS

Strengthening Accountability, Coordination and Collaboration:  Develop or strengthen national and regional frameworks for coordination of issues pertaining to TB, TB and HIV, silicosis, other occupational respiratory diseases and occupational health and safety issues for all mineworkers including cross- border mine workers and ex-mine workers.  Develop guidelines for and promote integrated workplace wellness programmes to ensure that employers take full responsibility for the management of all TB, TB and HIV, Silicosis and other occupational respiratory disease cases including those occurring post-employment Action Plan has been developed and implementation expected to start in 2015

ARTICLE 19:LABOUR MIGRATION AND MIGRANT WORKERS State Parties shall endeavour to: adopt measures to facilitate the coordination and portability of social security benefits, especially through the adoption of appropriate bilateral and multilateral agreements providing for equality of treatment of non-citizens, aggregation of insurance periods, maintenance of acquired rights and benefits, exportability of benefits and institutional cooperation

 Cross border portability of social protection instruments developed and operationalized by 2018: Activities to start delivering on this targeted output is envisaged to start in 2015.
