General Federation of Nepalese Trade Union [GEFONT] 1.Background and Justification Out of Total Population of Nepal the active labour force is estimated to be 11.5 millions. Almost 80% of this workforce are engaged in Agriculture and agro related activity. Agriculture based workers are living in rural area. There is no access of education and communication. The Economical situation of agriculture workers is very bad. Lack of systematic Wage system they are compelled to live with domination. The market deregulation has restriction on prices. The cost of living has increased heavily. The minimum wage rate is Nrs. for a day. This is very low for the survival. But this is not implemented.

Background and Justification The long working hours, low payment, use of child labour, Gender discrimination in wages, no minimum wages in the informal sector and non existence of any social security. The rural agriculture workers only 5% are organised and rest of 95% are unorganized. Most of them are unknown about present situation, labour law and their right.

General Federation of Nepalese Trade Union [GEFONT] 1.Background and Justification Due to globalization the local small scale Industries has been closing down. The Multinational companies & Transnational companies are increasing. The employment opportunity and real wage also decreasing. Increasing the numbers of contract labours, frizzing of new appointments. Using the voluntary retirement scheme and compulsory retirement scheme in the organized sector also. I am a participant of this training program, I have been learned various subject for securing workers rights in present global situation. As a member of Education department this is my duty and privilege to share my Knowledge to our friends and leaders. This programme is not related only with the idea sharing. I hope after this program the workers are able to faced the tackle of the employer and government.

General Federation of Nepalese Trade Union [GEFONT] 2. Target Groups This work-plan is targeted for : Our National council members and leaders of our affiliates altogether 160. Unorganized agriculture workers.

General Federation of Nepalese Trade Union [GEFONT] 3.Development Objectives This work-plan will contribute to: 3.1. To enhance the capacity for C.B.A and wage settlement of the agriculture workers Strengthen the knowledge, understanding and create awareness of the Economic and social rights of agriculture workers.

General Federation of Nepalese Trade Union [GEFONT] 4.Immediate Objectives (1) Our union members will be increased out of total unorganised Agriculture workers 40% will be organised. (2) At the end of this programme 40% out of total agriculture labour are able to raised their Economical and social rights, such as living wages, working condition, social security and OSH issues. (3) Enhance the capacity of our leader to analyse the situation and explain clearly. (4) Nepal Government compelled to manage social security system in informal sector.

Indicators of Achievement (1) For Immediate Objective 1: 5000 agriculture workers will get union membership 200 local level committee will formed. (2) For Immediate Objective Union leaders will be attended in training. 200 training programme will be conducted by this trained leaders in local level. 160 leaders are able to explained about the various current economical and social issues.

Joint meeting will conduct with GEFONT leaders and leaders of affiliates 3. Planning workshop for programme preparation among the head of leaders of each affiliates. 4. Curriculum and Training Manual will be prepared by GEFONT Education Department.

Each participant has been made plan for the local level in his area. 7. Prepare & distribution Handbill & Posters for the agriculture workers. 8. Awareness campaign. 9. Lobbing & Pressuring to the local Government Authority to implement the Minimum wages for the Agriculture workers.

General Federation of Nepalese Trade Union [GEFONT] 9.Monitoring, Reporting and Evaluation Monitoring : The Project coordinator is the main responsible person and GEFONT Central Planning Commission will monitor the programme. Reporting : The project coordinator is the responsible for the reporting. The joint project coordinator will help for reporting. She/he report direct to the planning commission and education department. And planning commission will report to the other organisations. Evaluation : Yearly programme evaluation meeting will conduct by the Planning commission with Top leaders of the affiliates. Final evaluation is end of the programme.
