A PROGRAM THAT OFFERS CUSTOMIZED ASSISTANCE TO PROPERTY OWNERS & INTERESTED PARTIES WITH THEIR ENVIRONMENTAL ISSUES Voluntary Assistance Program (VAP)

 Assist applicants to achieve their goals.  Provide third party review of environmental reports & guidance for proposed clean up activities.  Protect public health, water resources, and the environment due to releases of hazardous chemicals. Voluntary Assistance Program Objectives

Voluntary Assistance Program Functions Assist the public with planning & implementing environmental investigations and remediation activities at contaminated sites Review, evaluate & provide guidance on: -Phase I & Phase II reports -Results of soil & water investigations -Work Plans & Community Health & Safety Plans -Remedial alternatives -Human health risk analyses -Corrective Action Plans Issue official concurrence/closure letters tailored to meet the needs of the applicants

Property Owners & Developers : -Develop Agricultural Lands -Convert Industrial/Commercial Use to Residential Use -Expand or rebuild Shopping Malls Property Owners & Prospective Buyers: -Property Transactions -Renew property Leases -Change site use Banks & Lending Companies: -Title Transfers -Appraisals -Refinancing Voluntary Assistance Program Customers

 Authority: California Health & Safety Code Sections  Notification to RWQCB & DTSC according to SB 1248  Address releases from various sources with a variety of hazardous chemicals  Cost recovery is funded by a deposit account Voluntary Assistance Program Process & Performance

 Aboveground storage tank leaks  Agricultural and nursery activities  Industrial facilities: dry cleaners, auto repair & auto body, plating shops, circuit board manufacturing, machine shops, power plants, etc.  Accidental releases: truck rollovers, fuel dispensing facilities, warehouses that store hazardous chemicals  Military facilities: shooting ranges & mishaps  Old burn ash dumps Voluntary Assistance Program Sources of Contamination

 Petroleum Hydrocarbons  FUELS: Gasoline & Diesel  VOCs: BTEX, MTBE/Oxygenates  Semi-volatiles, PNAs  OILS:  Waste oil  Hydraulic oil, Bunker oil, others Voluntary Assistance Program Contaminants

 Chlorinated Hydrocarbons:  Solvents:  Perchloroethylene (PCE, PERK)  Trichloroethylene (TCE)  Dichloroethane (DCA)  Vinyl Chloride, etc.  PCBs Voluntary Assistance Program Contaminants

 Pesticides & Insecticides :  DDT, Aldrin, Eldrin, Dieldrin, Toxaphene  Organophosphates  Heavy Metals:  Lead, Arsenic, Zinc, Copper, etc. Voluntary Assistance Program Contaminants

 Administered by the CAL-EPA Site Designation Committee.  CAL-EPA delegates regulatory authority to appropriate agencies, such as DEH.  These projects are financed through the VAP program. SITE DESIGNATION PROGRAM (SDP)

 Collaborate with the RWQCB, DTSC, APCD, State Fish & Game and U.S. Fish and Wildlife, as necessary.  Projects are completed to ensure the standards of other agencies are met.  Decisions are made collectively with all agencies involved. SITE DESIGNATION PROGRAM
