Performance Audit of the Management of ICT in the Criminal Justice Sector Document 3:12 (2011–2012) Published 5/31/2012

Background and Objectives Previous audits from the OAG have shown that the police have had extensive challenges with their ICT systems Lack of overall ICT management has, among other things, weakened coordination in the criminal justice sector The Parliament has previously required that efforts to improve ICT systems must be strengthened. 2

The Audit Objective The audit objective was to assess how the Ministry of Justice and Public Security has discharged its responsibility for efficient case processing through developing and applying ICT in the criminal justice sector. 3

1) Conditions for efficient electronic interaction - main findings Few concrete steps have been taken to achieve the objective of electronic coordination The management signals from the Ministry is unclear according to the subordinate agencies No overall plan for development and operation of ICT management has been developed 6

2) Police Services: Measurement of time used – main findings The amount of time police spend on recording reports and decisions not to prosecute in their case processing system, shows a potential gain of 13 to 16 full-time equivalents (FTE) for these actions alone. The OAG indicates that a time saving of 3–5 minutes in 50 work processes in 150,000 cases could equal between 280 and 460 FTEs. 8

Recommendations Develop an overall rolling action plan based on the current ICT strategy for the justice sector. Follow up the action plan in the annual supplementary letter of allocations, with specific performance measures. Require performance-oriented reporting from the subordinate agencies. Consider developing incentives to encourage the sub-sectors to give higher priority to electronic interaction. 9

Recommendations Consider measures to ensure transfer of expertise in the ICT area to the Police Directorate and the National Police Computing and Material Service. Ensure that the new ICT Police System take into account other sub-sectors need for electronic interaction, including extensive re-use of information. The Ministry should also determine the timing of introducing of the new ICT police system. 10

The response of the Minister of Justice The Minister of Justice has considered seriously the OAG’s findings, conclusions and recommendations regarding ICT management in the judicial sector. The Minister of Justice’s main concern is to achieve the objective of more electronic interaction within the justice sector. ICT is an important tool for all the organizations in the judicial sector in resolving the tasks effectively. 11

The response of the Norwegian Parliament The Standing Parliamentary Committee on Scrutiny and Constitutional Affairs commented on the document here: “The Innst 46 S (2012–2013) The Office of the Auditor General’s investigation of the management of ICT in the criminal justice sector”: The Committee finds that the Ministry of Justice and Public Security carefully considers the recommendations provided and takes these into account in its future ICT work. 12
