Day 3 – Session: 4 Session Title : Preparation of Summary Statement Nos. 3 and 4.

Session Overview In this session, we will discuss about the preparation of the statements Nos. 3 and 4. Various sources from which the data for the Statement No. 3 and 4 are prepared will be discussed.

Learning Objective  By the end of the session, we will be enlightened with the preparation of the statements Nos. 3 and 4 from the Statement Nos. 11, 12, 13, 16, 17, and 18. Additional checks prescribed by the Headquarters for these two statements will be discussed along with the keys used for preparation of these statements.  (Chapter 2 of MSO (A&E) – Vo. II)

Statement No.3 - Financial results of Irrigation Works. It contains the financial results of major irrigation and navigation works giving out the project-wise details of capital invested during and to end of the year. Further the revenue receipts for the year, working expenses, net revenue and the rate of return on the capital outlay are included in the statement. Format: Figures to be depicted in lakhs of rupees.

Additional checks to be exercised on “Statement No. 3” as prescribed by the Headquarters Office. (1)The irrigation schemes which have been declared as ‘commercial’ need alone be included. (2)Information in respect of both financial results of irrigation works and electricity schemes should be given. If the information has not been received from the Stare Government, the fact of the same need to be mentioned. If there are no departmentally run and managed electricity generating organization under the direct control of the government the same need to be mentioned.

Statement No.4 - Debt position  This is prepared in three parts.  I- Statement of Borrowings  II- Other Obligations  III-Servicing of Debt  I-Statement of Borrowings details the figures pertaining to Sector E Public Debt and I- Small Savings, Provident Funds, etc  II-Other Obligations details the outstanding liability against the Government under E.Public Debt and I - Small Savings, PF, etc, the Government is also liable to set off the public liability borrowed in the form of Deposits which form part of general cash balance i.e. Sector K- Deposits and J- Reserve Funds (i)interest bearing and (ii) non-interest bearing.  III-Servicing of Debt represents payment of interest towards these Debt and Other obligations for previous and current year for comparative study.  The details of these are given in Statement No.17. Format: Figures are in crores of rupees.

Additional checks to be exercised on “Statement No. 4” as communicated by Headquarters Office: (i) Figures shown against Public Debt, Small Savings and Provident Fund and other obligations should tally with the figures appearing in these heads in Statements 1, 16 and 17. (ii) Interest paid by the Government should tally with Interest payment head in other Statements. (iii) Interest realized columns should tally with 0049-Interest Receipt head appearing in other Statements. (iv) Dividend received figures should tally with 0050-Dividend and Profit heads appearing in other Statements.
