The 11th Party document on directions and tasks of the health sector  The goal for the next 5 years is “... comprehensively promote reform process;... laying down foundation so that by 2020 Vietnam will basically become an industrialized country toward modernization.”  The 11 th Party indicate following tasks: - Improving quality, effectiveness, stable development, mobilizing and use resources effectively - Generating obvious advance in the progression toward societal equity, assuring social security, reducing poverty rate; and improving people's health care conditions.

The 11th Party document on directions and tasks of the health sector  Mentioned orientation implies that the health sector should continue: + “Comprehensive reform”, making contributions to realizing society equity, assuring social security and improving living standard; + Creating a muli-faceted basis for new development of the health care system when Vietnam becomes an industrialized country toward modernization. + Improving quality (quality of human resources, quality of services), improving effectiveness of performance, mobilizing and using resources effectively.

The 11th Party document on directions and tasks of the health sector  Health care cause development is one of elements that secure effective performance of social equity and progression in each step and policy for development. - Taks assigned to the health sector: + Improving quality of health care for people and activities related population’s health, family planning, maternal and child health care. + Continuing revision and improve health insurance system to assure social security

The 11th Party document on directions and tasks of the health sector  Mentioned orientation implies that the health sector should continue: - Social equity in health care should be realized even in the context of resource constraint. - Social equity should be reflected in specific sector policies and regimes in both financing, health service delivery, health human resource… and in policies of other sectors as well to enhance equity in health.

The National Strategy for Socio- Economic Development,  It is approved at the 11th Party Congress confirms: “Development of health care cause, improvement of quality of health care services for the people”.  Mentioned specific tasks in people's health care reflect consistent viewpoint on the health care system toward equity, efficiency and development  Emphasizes the demand for “improving quality of care for the people”  Also determines that health care and pharmaceutical industry are advantageous services with high concentration of knowledge and high-technology, and potential contributions to GDP, and should be focused for investment.

Draft National Strategy for protection of people's health in the period and the five-year health sector plan, Goal is to: - Continue establishing the Vietnamese health care system toward equity, efficiency and development; - Improving quality of care, better responding to the growing and diverse need for health care, protection and improvement of the people; - Reducing morbidity and mortality, increasing life expectancy, improving quality of population that contributes to improving human resource in response to the demand for industrialization, modernization, national construction and defense, making positive contributions to the national socio- economic development.

Orientational references from WHO Universal Coverage  World Health Report 2010 refers to "universal coverage", in which they recommend: - Improve effectiveness in financing mobilization: give priorities of state budget to health care - Eradicate financial risk, reducing dependency on OOP payment; encourage pre-paid services (compulsory health insurance); expand coverage of health care services - Effective use of resources and reduce waste, improve effectiveness in hospital operation;...
