Financial strategy of development and maintenance of road network Construction and reconstruction of roads in general use for the concession and loan funds of international financial organization, foreign and domestic banks; Legal base for repayment are: - for concessions – the Law of Ukraine “On concession for construction and exploitation of roads”; - for creditors – Article 40 of the Law of Ukraine “On automobile roads” of financing of construction and reconstruction of roads in general use from the special fund of the state budget.

Construction of Great Kyiv by-pass Road 1. Realization status. Works on the total amount of 120 mln. UAH. are established (design works and beginning of reconstruction). Feasibility study for the first section of construction from Kyiv-Znamianka Road (Н-01) to Gora-Rogoziv Road (25,7 km) with the bridge з across Dniper River has been developed, development of design documentation is on completion stage on the second section from Gora-Rogoziv Road to Kyiv-Chernigiv-New Yarylovychy. 2. Plan for year mln. UAH. – state budget funds; млн. грн. – investor’s funds (not confirmed). 3. Problems and ways of solving. To adopt the Law of Ukraine “On features of design, construction and exploitation of Great Kyiv by-pass Road” and “On condemnation of lands for public needs”. Attract legal, technique and financial consultants for preparation of bidding documentation and draft of Concession agreement.

Deadline – to 2014 Change of concession agreement is nessesary Brody-Rivne Length – 95 km. Cost – 3600 mln. UAH. No concessionaire

Construction of Lviv-Krakovets Road Lviv-Krakovets Road is the part of international transport corridor № 3 Berlin/Drezden – Vrotslav – Lviv – Kyiv. Realization of investment project of construction of new Lviv- Krakovets Road began in December 1999 Concessionaire – consortium “Transmagistral”. Concessionary – Ukravtodor. Construction cost – 2900 mln. UAH. Funds for financing of object construction has not attracted yet Lack of mechanism of providing the state guarantees in concession agreement

Statues of realization of concession agreement From the beginning of realization of project the following works are executed: - designed and approved project documentation (stage of project); - designed and approved draft of land allocation; - preparation works for the first part of construction are finished; - archeological works are executed; - lands allocated for road construction; - designed the project documentation for the I and II parts of road construction. From the beginning of realization of project the works for the amount of 32,8 mln. UAH are executed, including: concessionaire funds – 7,0 mln. UAH, Ukravtodor funds – 25,8 mln. UAH. Project is ready for execution of construction works.

Road is continuing of concession road Lviv-Krakovets and section of ITC №3 to Kyiv.  New trace of road is shorter for 16 km than existing variant of Kyiv-Chop.  Concessionaire – JST “VNK “Rostochchia ST”, Lviv.  Financing of road construction executed for the following funds: 79% of estimated construction cost – concessionaire funds; 21% - state budget funds.  Status of realization: -Direction of route is defined; - Design of project documentation is being executed (stage “Project"); -Location of Lviv-Brody Road is approved (Decree of Verhovna Rada of Ukraine dated 06 October 2006 №236-V). Scheme of concession Odesa-Reni Road Section of Odesa-Monashi Road: - 81,0 km, 8,9 bln.UAH. Feasibility study is on expertise Deadline – до 2014 р. No concessionaire. 2 4 Odesa-Reni 261,0 km Cost - 12,9 bln.UAH. Section of Road that passes though Moldova territory 7,0 km

Main characteristics of Odesa-Reni Road  Road will pass though Odesa Region and coincide with national transport corridor of Black See economical cooperation.  Construction is planned to execute of two parts : 1 part – construction on the Odesa – Monashi section. Length: 81 км Construction cost: 890 mln. Euro Deadline: 5 years.  At the moment the development of feasibility study for construction of section Odesa-Monashi the is being finished.  After design of feasibility study it is planed to announce a bid to determine concessionaire for construction of the road section.

Scheme concession road KPP “Scherbacivka” to Kyiv- Kharkiv-Dovzhanskiy Road Length – 48,8 km. Cost – 1900 mln. UAH. Development of design and estimated documentation – 2009 Deadline – до 2014 р. No concessionaire

Main characteristics if KPP “Scerbacivka” to Kyiv- Khrkiv-Dovjanskiy Road  New direction of road will pass by pass settlements though the territory of Zolochivskyi, Dergachivslyi and Kharkiv Region of Kharkiv Region.  It is planed to construct 4 intersections in different levels, 3 bridges, 16 pipelines, 8 pedestrian underpasses.  For road construction it is necessary to allocated lands for permanent use of 405,9 he. Amount of land works is 19,35 mln.m 3.  Existing М-20 Kharkiv-Scherbacivka Road is alternative road.  Design of project documentation has begun.  After design of project documentation it is planed to announce a bid to determine concessionaire for construction of the road section.
