An ERA-NET supported by the 6 th Framework Programme ERANET MariFish COORDINATION OF EUROPEAN MARINE FISHERIES RESEARCH

Currently MariFish developing :  Enhanced collaboration on national research programmes The 18 MariFish partners currently spend 190 million Euros annually on fisheries science  They share similar challenges  They are significant advantages to achieving greater collaboration of existing projects  They decided 5 collaborative projects - Ecosystem based approach for fisheries management in the Channel is a candidate for a fast track approach

ERANET MariFish - WP7 PREPARE AND COMMISSION SHARED RESEARCH ROGRAMMES WP7 developing :  Jointly managed research programmes in up to 5 key candidate areas Implementation of 2 Regional areas and 3 Thematic areas Regional case study / Theme Channel Mediterranean Reduction of by-catch and discards Influence of climate on fish biology and population dynamics Managing fisheries within an ecosystem

ERANET MariFish – WP7 REGIONAL APPROACH Purposes of the regional scheme :  Identification of existing programmes and the planned programmes for the next four years by the different national institutes,  Specification by the funding agencies of their requirements and priorities for research,  Building of a common, comprehensive, multinational programme in the area to increase cooperation and to fill the main gaps based on the priorities of partners and the available opportunities to collaborate,

ERANET MariFish – WP7 REGIONAL APPROACH Basic principles :  Common interest in combining national programme in order to :  Develop innovative concepts : avoid duplication, share expertises  Contribute to the management of the same ecosystem with the same fish and shellfish stocks  Increase scientific cooperation by : sharing the knowledge, the datas, scientific cruises – mutual use of the facilities and instruments of each partners  Exchange respective expertise in personnel (junior and senior scientists and technical experts)

ERANET MariFish – WP7 REGIONAL APPROACH  All the Marifish members that are identified as Partners in the MoU have a major interest in fishing activities in the area,  Other Marifish members that have a interest in fishing activity in the area can participate in this study for data exchange (sign the MoU if they wish), as Partners,  Other MariFish members that have a interest in the development of the concept of regional collaboration (sign the MoU), as observers. Who are the MoU partners ?

ERANET MariFish – WP7 REGIONAL APPROACH Management for the regional case study :  Joint Management Committee composed of 2 nominated representatives from each partner (1 manager and 1 scientist)  Responsible for the coordination of the cooperation and for the practical implementation of the MoU including : Inventory of the national programmes and associated budget at the national level identify common approaches endorse methodology proposed by the Scientific Committee facilitate access to data and encourage exchange of facilities used by each research group

ERANET MariFish – WP7 REGIONAL APPROACH Management for the regional case study :  Scientific Committee composed of 3 scientists (nominated representatives from each partner)  Charged with elaborating detailed plans for the area project including : - project goals, tasks, delivery calendar, - facilitate access to large infrastructure, - setting out action plans for interaction and partnership, - budgetary requirement, - description of staff involved and their roles in each project to enable exchanges of staff, - reporting.

ERANET MariFish – WP7 REGIONAL APPROACH Common procedures :  Review and Evaluation: projects and overall programme evaluated during a session involving investigators, Partners representatives and Scientific experts nominated by the Joint Management Committee with 3 sets of criteriae: (1) the scientific aspects (2) the project management (3) the EU MariFish added value  Funding model: Each partner is funding his national programme  Dissemination of results: Results must be published in the best international journal - It will be expected to publish a synthetic book with all the results obtained in a geographical area

ERANET MariFish – WP7 REGIONAL APPROACH In conclusion… MariFish  Considers there are significant advantages to achieving greater collaboration of existing projects, and aims to establish 5 collaborative programmes  Is also aiming to jointly fund one or more projects selected through a joint call (WP8) Collaboratively funded project (WP8) will only represent approximately 1% of the partners funds so we hope to achieve a large degree of collaboration through WP7.

ERANET MariFish – WP7 REGIONAL APPROACH In conclusion… Regional approach  Is the way to increase the cooperation step by step  Is the way to increase a cooperation on a long term perspective because the states have common interests to manage the same sea  Scientific multidisciplinary approach is easier at the regional level  The new call for the marine ERANET is based on an umbrella which will cover all the regions.

ERANET MariFish – WP7 REGIONAL APPROACH One possibility is that it is at the regional ecosystem level that the integration between Marinera, Ampera and Marifish could be achieved. End …
