National Biodiversity Action Plan

 India has participated actively in all the major international events related to environment protection and biodiversity conservation over the past decades and has ratified all the major biodiversity and environment related global conventions

 The three objectives of the CBD are  conservation of biodiversity  sustainable use of its components  fair and equitable sharing of benefits arising out of the use of these resources.

 The Union Ministry of Environment & Forests (MoEF), the nodal agency for implementing provisions of CBD in India,  developed a strategy for biodiversity conservation at macro-level in 1999 and got the Biological Diversity Act enacted in 2002followed by the rules thereunder in 2004.

The National Environment Policy, 2006, seeks to achieve balance and harmony between conservation of natural resources and development processes and also forms the basic framework for the National Biodiversity Action Plan

NBAP released in 2009  It agrees with the principle of National Environment Policy that Human beings are center of concerns for sustainable development  Human beings are entitled to a healthy and productive life in harmony with nature  Identifies threats to biodiversity  Identifies constraints in biodiversity conservation

Understands the difficulties in implementing the activities included in it because of many cross cutting issues in biodiversity, It requires to coordination of several agencies and many sections of society Includes many actors for its implementation like Central Ministries/ Departments and their agencies, State governments, Local bodies, NGO’s, research institutions and civil society

Man activities are ongoing and therefore, these would be mainstreamed under existing schemes, securing full utilization of available infrastructure and funds The funds for the activities would be increased marginally or substantially wherever required According to requirements, sources of external funding would be explored and availed of.

Ex-situ conservation Promote ex-situ conservation of rare, endemic, endangered and insufficiently known floral and faunal components Focus on conservation of genetic biodiversity Develop unique database Undertake DNA profiling Develop cost effective strategies for conservation of seeds Consideration for central agency for Botanical garden and Zoological parks
