The Italian side The CRAFT SECTOR has an autonomous social dialogue Since 1964 recognised next to INDUSTRY AND RETAIL Representative associations take part in the industrial relations system DIVIDED into 3 sub-systems 1. The contractual system; 2. The bi-lateral system; 3. Consultation and social dialogue

The Italian side The contractual system Negotiates the National Collective Work Agreement (CCNL) TWO separate autonomous and complementary dimensions: National - Regional National agreement: wages, working conditions, trade union representation Regional agreements: duration of work contracts (part-time work, fixed-term contracts), apprenticeship and training policies and wage increases.

The Italian side The Bilateral system MANAGEMENT of the paritarian institutions for construction Since 1988 several of them were founded at the regional level: - Fund for trade union representation - Fund for income support - Bilateral organisations for occupational health and safety - Fund for craftsmen complementary pension rights (1999) - Crafts training fund (Fondo formazione artigianato in 2001) … and Construction Schools (Scuole Edili) and Construction Funds (Casse Edili) Managed by the National Commissions of Bilateral Institutions with representatives from employers’ and employees’ sides

The Italian side Consultation Documents jointly presented to the public power after ad-hoc cooperation Particular policy matters: - Fight against undeclared labour - Safety at work - Level of social charges Example of the Single Document of Regular Payment of Social charges (in Italian DURC). Result of cooperation and effective tool against undeclared work Necessary document for all public tender and all private works Result: 170,000 construction workers in Could be better tailored to suit the needs of crafts enterprises

The Hungarian side Centre for Sectoral Social Dialogue - Public body In charge of social dialogue for some economic sectors in Hungary EVOSZ – EFEDOSZ members of the construction committee Intervention of the public power in Hungary is present and fairly important. Power to the ministry: can block the autonomous and bilateral decisions Social partners’ freedom to decide initiatives approved by the public power

The Hungarian side Consultation IPOSZ Contribution to the drafting process Great satisfaction for IPOSZ Agreement signed and extended to law by the government in 2006 Currently used as minimal benchmark for national wages Reason why DIFFICULT ACCEPTANCE of social dialogue More awareness raising is needed

Capacity Building: - Italian presentations showed the impact and the importance of a strong structure representing construction craft and SMEs - ANAEPA and CNA Costruzioni: useful examples of how to build capacity through services to companies, benefits from membership, credibility and access to public Social dialogue: - Useful occasion to gather the key actors of the construction sector of Hungary - Representatives of the employers’ and employees’ sides on the Social Dialogue Committee of the Hungarian Construction Industry as speakers - Stronger future contribution to the social dialogue of IPOSZ Construction association next to the existing social partners - Good step forward in collaboration and mutual recognition between social partners Seminar evaluation
