Bilingual / ELL Guiding Philosophy: The Bilingual / ELL Program is based on the premise that students deserve the opportunity to learn & achieve at a level which reflects their ability and dedication, regardless of language dominance or cultural background. Waukesha’s Program is designed to provide such opportunity to students for whom the impact of a non- English language is significant.

The Lingo… ESL: English as a Second Language; specialized instruction in speaking, listening, reading, and writing of the English language for students whose first language is not English. Bilingual: Use of a student’s first language to develop concepts and skills in the academic content areas. ELL: English Language Learner (s); students engaged in learning English.

Elementary Bilingual & ESL Program Bilingual 4K Dual Language 1 and 2 Way Programs Intensive ESL Programs Itinerant ESL Programs

District Bilingual 4K Program This program is “housed” at Blair, Banting & Heyer. It services 3 and 4 year olds, with and without special education needs. It is the only program in the City of Waukesha that provides instruction in Spanish at the pre-Kindergarten level. Presently there are approximately 90 students participating in this program.

Dual Language 1 & 2 Way DL 1 or 2 Way programs are “housed” at Banting, Blair, Heyer and Bethesda. A percentage of the academic instruction is provided in Spanish, and a percentage in English. (Specials are taught in English) Kindergarten-1st grade = 90 Spanish /10 English 2nd and 3rd grade= 70 Spanish / 30 English 4th and 5th grade= 50 Spanish / 50 English

Intensive ESL Instruction This level of programming is “housed” at Blair and Hadfield ELL from a variety of non-English language backgrounds are served through ESL push-in and pull-out services

Itinerant ESL Instruction This level of programming is “housed” at all elementary schools excluding those with DL or intensive ESL programs. ELL Students from a wide range of native language backgrounds are served through limited ESL language pullout services provided by itinerant ESL teachers.

Looking into the Future… Facilitation of staff development to foster inclusion of LEP students in regular ed. classrooms. To remove cultural, economic, and social barriers impeding LEP students from participating in extra curricular activities. Implementation of Dual Language Programs at the MS Level Becoming a Nation-Wide Model of Bilingual Education
