Challenges and issues August 2013 – February 2014 Need to cover all relevant costs for all actors, as well as the benefits (which would also allow for a more detailed presentation of how positive impacts for beneficiaries and costs for public authorities interact); Indicate problems faced when requesting data from Member States on burdens for businesses; Need to be fully transparent on, and better explain, the underlying assumptions when applying the SCM / conducting quantifications to ensure the robustness and usefulness of the results.
