Federal Aviation Administration Commercial Space Transportation Human Space Flight Occupant Safety Telecon Telecon 8 – Communications and Commanding Best Practices for Minimum Level of Safety April 16, 2013 Mike Machula Tom Martin

Office of Commercial Space Transportation Federal Aviation Administration 2 Agenda Introduction Rules of Engagement Next Steps Last Month’s Topic Today’s Meeting Objective Today’s Discussion Topics Wrap-up Today’s facilitators are Mike Machula & Tom Martin

Office of Commercial Space Transportation Federal Aviation Administration 3 Introduction The FAA may not propose regulations covering occupant safety until October We are presently drafting guidance and best practices for the industry. We would like input from the aerospace industry to provide key insights which will improve our guidance documents. We are hosting a series of one-hour telecons, each with a narrow focus on a specific technical topic to be held about once a month. We are using our industry advisory committee, COMSTAC, to help us in this endeavor. We are not soliciting any proposals for agency support on this topic at this time. This is background research.

Office of Commercial Space Transportation Federal Aviation Administration 4 Rules of Engagement 1. When speaking, please identify yourself so we can follow up with you if we have more questions. 2. We are recording this teleconference. We will publish minutes that summarize the discussion. 3. Please limit your time to 2-3 minutes of time to allow for greater participation. You are welcome to follow up with a phone call or to Randy Repcheck at or Call-in information: Call-In Number: (605) Participant Access Code: # Help Line (For Problems with Connection):

Office of Commercial Space Transportation Federal Aviation Administration 5 Next Steps After today’s meeting, we will take some time to put together minutes and publish them on the AST website. The meeting minutes will contain a list of attendees, the topic(s) discussed, and a summary of what was discussed. This is the last planned discussion topic before the FAA issues draft guidance.

Office of Commercial Space Transportation Federal Aviation Administration 6 Medical Best Practices for Crew and Space Flight Participants We discussed with the industry participants the medical best practices for occupant safety, including the physical capabilities needed to perform the tasks necessary to ensure occupant safety from a guidance perspective. Last Month’s Topic (21 March 2013)

Office of Commercial Space Transportation Federal Aviation Administration 7 Today’s Meeting Objective To date, communications (voice, telemetry, and command) have been an important element in every human spaceflight mission. The FAA would like to explore industry best practices that would be appropriate for FAA guidelines.

Office of Commercial Space Transportation Federal Aviation Administration 8 Today’s Discussion Topics 1)When would communications with the ground (voice, telemetry, command) be recommended? 2)Should communications with the ground be considered a critical function? What critical functions would drive the need for communication? Should orbital be treated differently than suborbital? 3)Should ground voice, telemetry, or commanding be allowed to serve as a part of a hazard control?

Office of Commercial Space Transportation Federal Aviation Administration 9 Today’s Discussion Topics 4)Should encryption be recommended for critical commands; what are the encryption best practices?

Office of Commercial Space Transportation Federal Aviation Administration 10 Today’s Discussion Topics 5)What is the appropriate coverage for the different phases of flight? Prelaunch Ascent Orbit Entry Post-landing Aborts 5)What should be included in the telemetry? How often should it update?

Office of Commercial Space Transportation Federal Aviation Administration 11 Today’s Discussion Topics 7)When would intra-vehicle voice communication be recommended? Crew to crew Crew to spaceflight participant Spaceflight participant to spaceflight participant 8)Should a minimum threshold be set for intelligibility level? What would it be?

Office of Commercial Space Transportation Federal Aviation Administration 12 Wrap-up Past discussion topics: August 14, 2012 – Level of Safety September 18, 2012 – FAA Oversight October 23, 2012 – Types of Requirements November 13, 2012 – Terms and Definitions December 18, 2012 – Aborts and Abort Systems January 15, 2013 – Fault Tolerance, Margin and Reliability March 21, 2013 – Medical Best Practices for Crew & Space Flight Participants April 16, 2013 – Communications and Commanding

Office of Commercial Space Transportation Federal Aviation Administration 13 Wrap-up Thanks to everyone for participating! You can post comments, questions, etc. to Docket FAA Please send any comments or questions to: This concludes the monthly discussion topics until the FAA issues draft guidance.
