The Finnish Three Instrument Package Voluntary agreements 1997-> Energy Audits 1992-> Subsidies 1992 EAs 1998 EEIs 4,1 TWh/a (4,6 TWh/a 2003) 1,5 TWh/a 0,5 TWh/a Total effect 5,0 TWh in 2002 (not 6,1) Monitoring boundaries

Monitoring Energy Audits Energy Audit Clients 15 Regional EED Centres EA Database since 1994 Motiva The Operating Agent ”Content” buildings EE measures individual numbers Analysis on the EAs EA volumes (31 building types) EE measures (30 categories) Saving potentials and investments Implementation status of measures  Impact assessment of the EAP ”Data available for all kind of analysis” Annual Report on EAP since 1994 EAP Resources: - Monitoring and reporting 1 man year/a (total administration 2,5) - One follow-up on implementation status = 2 man months - System development cost approx. 50 k€ Energy Audit reports ~ 400/year Follow-up questionnaire 1995, 1996, > via VA Subsidy applications ~ 100/year 1,5 TWh (2002) 1,5

Monitoring Voluntary Agreements ~400 Enterprises and Municipalities 6 Branch Associations Analysis on the VAs Total consumptions with detail breakdowns EE measures savings and investment costs status of implementation  Impact assessment of the VAs (sectoral) Various other EE related information ”Data available for all kind of analysis” Annual VA Branch Reports Annual reporting ~ 600/year approx buildings measures individual numbers stored in database VA Database since 1999 VA Resources: - Monitoring and reporting total 2,1 man years in System development costs approx. 150 k€ Accession phase data Annual VA Scheme Report Motiva 4,1

What shall, should or may the MS do… Monitoring systems for EAs and VAs are now serving 100 % national needs - major schemes needs to be monitored – no results, no financing - for small schemes and minor activities impact assessment is enough Total government expenditure on EAs and VAs is approx. 4 M€/a € (5 %) is spent annually on monitoring and reporting Are these monitoring systems in compliance with the Annex IV ? - full scale onsite third-party verification for EAs would cost roughly 1…2 M€/a (based on the 2…4 % M&V costs still acceptable with EPC) ”Cost-efficiency of decreasing uncertainty” – an interesting topic to be discussed
