Disaster service management The use of different telecommunication and localization technologies in case of disaster Grégoire de CARRERE Eric BREMARD Makara ANG

Technologies used GSM GPRS WiFi Galileo, GPS Rescue teams usually use a combination of these technologies, and do not choose only one, for example GPS and GSM. The better their communications are, the more efficient they are. Their telecommunication systems are among the most modern, especially in rich countries.

GSM GSM is a telecommunication system first. It can also enable to localize. Since the localization precision is not satisfying (it only gives the GSM relay on which it depends), it is used with GPS to decrease the time needed to localize. Victims sometimes have only their GSM mobile phone to be localized.

GPRS GPRS is an improvement of GSM. It uses packet transmission and uses as many channels as available, whereas GSM uses only one. GPRS is therefore faster when few people are connected. It is possible to grant priority to emergency calls and rescue teams. GPRS, as being faster than GSM, enables to send all sorts of data: voice, video, text, etc. It is a mobile technology as it uses the GSM network.

GPS and Galileo GPS and soon Galileo use a constellation of satellites to localize a terminal. They can be used by rescue teams to localize the victims of a catastrophe. Galileo enables to send a message to the satellite which sends it to the rescue teams who can rescue the victim. The satellite then sends a signal to the victim to let them know the signal was received.
