J. C. Pomfret Health and Safety Policy Statement - January Part 1 J. C Pomfret Construction Ltd Safety Policy Section 2 (3) of the Health & Safety at Work Act 1974 states: “Except in such cases as may be prescribed, it shall be the duty of every employer to prepare and as often as may be appropriate, revise a written statement of his general policy with respect to Health & Safety at Work of his employees and the organisation and arrangements for the time being in force for carrying out that policy, and to bring that statement and any revision of it to the notice of his employees.” Introduction This Policy is a statement of intent by J. C. Pomfret Construction to comply with current legislation, to provide a safe place of work for employees and to ensure an adequate system of communication on all matters affecting Health & Safety at Work. The overall responsibility rests with the Management however, all employees at every level must accept degrees of responsibility for carrying out this policy statement and ensuring safe methods of work. Every attempt will be made to bring to the attention of all employees that they have a responsibility to safeguard themselves and that their actions do not place others at risk. The Management undertake to make every employee aware of his legal obligation to comply with statutory legislation and to provide all documentation necessary to all persons, including members of the public to avoid injury or exposure to risk. Safe systems of work are to be developed so as to avoid risk of possible injury.

Pomfret Health and Safety Policy Statement - January Part 2 General Statement of Intent It is the policy of this Company to give prompt attention to all aspects of Health, Safety and Welfare at work of its employees. The Company believes that this responsibility is of equal importance as other business functions within its operations, such as customer services, cost, QA and employee relations. It is the duty of both management and employees to prevent all types of accidents and to assist in providing a safe and congenial working environment. The responsibility of management will be to: 1.Provide and maintain safe and healthy working conditions required by existing and new legislation and EEC directives. 2.To provide the necessary training at all levels of the Company to enable each individual to carry out his responsibilities. 3.To take into account, at tendering and planning stages of contracts, those factors which help to eliminate injury, damage, pollution and waste. 4.To establish good and lasting examples of safe operating procedures. 5.To make specific arrangements, in order to minimise risk with clients, sub-contractors and any individual contractors who may be working on Company or client’s premises. 6.To provide the correct equipment and protective clothing. 7.Develop, implement and monitor regular safety audits. 8.To implement an effective system of consultation with employees, via safety representatives on all aspects of Health & Safety at work. 9.Establish a procedure for reporting all accidents, dangerous occurrences and near misses so that they are investigated, recorded and where required reported to the Health & Safety Executive (HSE). 10.Safety officer to liaise with external accident prevention organisations and to circulate information at all levels of the Company. 11.Implement a system designed to monitor the effectiveness of the Health & Safety Programme and set targets to ensure that the aims within this policy are achieved. 12.To provide sufficient funds to implement this policy.

Pomfret Health and Safety Policy Statement - January Part 3 General policy The company accepts its responsibilities to ensure, so far as reasonably practical, the Health & Safety at work of all its employees and the general public who come into contact with its activities. Therefore, particular attention will be paid to the provision and maintenance of: 1.Plant, equipment and systems of work to ensure they are safe. 2.The identification and elimination of hazards as far as is possible. 3.Safe arrangements for the use, handling, storage and transportation of articles and substances. 4.A safe place of work and safe access to it and egress from it. 5.A healthy working environment. 6.Adequate welfare facilities. 7.Sufficient information, instruction, training and supervision to avoid hazards. 8.Fire prevention and fire control. The Company will maintain and improve upon minimum standards laid down by Government legislation And codes of practice wherever possible. As the owner of the company, I have your health, safety and welfare in mind. Pomfret Health and Safety Policy Statement - January Part 5 Arrangements Safety training and instruction A)Training will cover: Safety awareness, safe working practices, the safe operation of plant and equipment, environmental safety, good housekeeping, fire prevention and evacuation procedures, first aid and accident reporting procedures and in the case of Managers the correct methods of Managing their subordinates and other contractors in relation to CDM. B) Adequate training will be carried out in order to ensure the Health & Safety of all the Companies employees. Hazards Since the identification of risk is fundamental to the provision and maintenance of a safe system of work, Management will ensure that: 1.Hazards are identified 2.Persons under their control are fully are fully aware of any hazard inherent in his or her specific work. Accident Reporting and Investigation All accidents will be reported in accordance with Company procedures and investigated by Management. More serious injuries or dangerous occurrences will be investigated by Management, outside safety consultants and employee safety representatives together. Reports will be forwarded to the Health & Safety Executive (HSE) as required by RIDDOR General Working Conditions These will be constantly monitored to maintain a safe, healthy working environment. Revision of the Safety Policy A)The company will revise this Safety Policy as often as may be appropriate in the light of changes in statutory requirements or substantial changes in the Companies activities B)Any revision of this Policy will be brought to the notice of all employees by the Board of Directors.

Pomfret Health and Safety Policy Statement - January Appendix I Health & Safety Company Rules for Directors/Managers In addition to the general guide, the above must: 1.Fully familiarise himself with the Company Safety Policy, rules and regulations and ensure that these are observed at all times by employees for who he is responsible. If necessary, apply the companies disciplinary procedure should any employee intentionally or wilfully disregard his statutory duties or Company Health & Safety rules. 2.Ensure that persons under his control are fully aware of any hazards inherent in his specific work. 3.Ensure that all employees under his control are fully familiar with the client’s emergency procedures and that they know where there evacuation muster points are. 4.Ensure that all employees under his control know the whereabouts of first aid facilities. 5.Continually develop safe practices to ensure maximum safety of all employees. 6.Ensure that adequate supervision is available at all times particularly where inexperienced workers are concerned. 7.Investigate all accidents and near misses and take action to avoid reoccurrence. Complete accident reports and record accidents in the site accident book. 8.Ensure that all safety devices and guards are always fitted and properly adjusted and maintained. 9.Ensure that all defects are promptly reported and/or rectified. 10.Maintain good housekeeping within his area of control at all times. 11.Conduct risk assessments as required. 12.Audit construction works on a regular basis. 13.Assist his subordinates in resolving any Health & safety problems that they refer to him. 14.Stimulate interest and enthusiasm for the promotion of safe and healthy working conditions among his subordinates by regular meetings, discussions and tool box talks. 15.Observe, identify and if possible, eliminate hazards by making use of specialist safety services available to him. 16.To promote at all times a safety conscious attitude and lead by example.

Pomfret Health and Safety Policy Statement - January Appendix II Health & Safety Company Rules for Supervisory Staff In addition to the general guide, the above must: 1.Implement the Company Safety Policy, rules and regulations and also operating instructions relating to their area of control. 2.Instruct all employees within their area of control about the safety aspects associated with their own particular working operations, with special attention given to new employees and those capable of inter job working. 3.Ensure that all employees under his control are fully familiar with the client’s emergency procedures and that they know where their evacuation muster points are. 4.Ensure that all employees under his control know the whereabouts of first aid facilities and accident reporting procedures. 5.Report all accidents and near misses in accordance with the Company procedures and take any action required to avoid a reoccurrence. Complete the accident book as required. 6.Liase with the Site Manager on his inspection and co-operate with him on all matters affecting safety. 7.Ensure that all safety devices, fences and guards are always fitted and properly adjusted and maintained. 8.Ensure that all safety rules are observed and that all available Personal protective Equipment (PPE) is worn and used where appropriate. 9.Ensure that all defects are promptly reported and rectified. 10.Ensure that all machinery and equipment is regularly inspected and is safe to use. 11.Maintain good housekeeping at all times. 12.Conduct risk assessments as directed by his Manager. 13.Continually liase with his immediate Manager for the betterment and development of safe practices. 14.To promote at all times a safety conscious attitude. 15.By personal example, ensure that all subordinates recognise the importance of fully complying with the requirements of the Company Safety Policy. 16.Regularly inspect his site to ensure compliance with legislation and the Company Safety Policy.

Pomfret Health and Safety Policy Statement - January Appendix III Health & Safety Company Rules for Tradespersons In addition to the general guide, each of the above must: 1.Make themselves familiar with and conform to the Company Safety Policy, The Health & Safety at Work Act, current legislation and Company safety rules. 2.Use the correct tools and equipment for the job and use safety equipment and PPE as required. 3.Keep tools, equipment and plant in good condition and report any defects immediately to Supervisors. 4.Develop a personal concern for the safety of others, particularly new comers and take no action which would put others at risk. 5.Refrain from horseplay and abuse of welfare facilities. 6.Be aware of the potential dangers associated with construction activities, such as working at heights, electricity and excavations etc. Make sure you fully understand the job and the safety procedures in force. 7.Report all injuries and ensure that the details are entered into the site accident book and the Company accident form is completed.
