Kyoto Protocol International Emissions Trading ( IET ) Join Implementation ( JI ) (mechanisms) Clear Development Mechanism (CDM)

Kyoto protocol will come into force only if it is ratified by the countries whose share in emissions was not less than 55 % in 1990

Ecological aspect: It does not concern the largest producers of harmful emissions such as the USA, China, India Kyoto protocol has no scientific substantiation Russian participation in the Kyoto will prevent adverse consequences of global climate change Russia will prove to the world community that it is ready to be a driving force in the struggle with global warming

Political aspect: International cooperation under UNO Entrance to WTO Loss connection with America by signing European contract Absence of the real ecological contents of the protocol No connection between Kyoto and Russia’s joining the WTO

Economic aspect: Russia can sell unused emission quotas. The prospective sum equals $ 10 billion Russia may not have quotas Russia lost potentional buyers, such as USA, China Russia will exceed norms on CO2, so we have to buy quotas The protocol is the first international tool for private sector participation in the accomplishment of international obligations

Missed opportunities...

The payment for the Russian ratification may be a partial writing off the Russian debt for the sum from $ 35 up to $ 50 billion Demand the scale investments of the EU within the framework of the projects of joint implementation.. Russian quotas could serve a state guarantee for maintenance of the new credits Entrance to WТО or duty-free transit in the Kaliningrad area
