(Materials) Finals Review Finals process, 6 months start to substantially complete. After conditional final acceptance the project staff has 60 calendar days to compile materials records for review. Materials section has 30 calendar days to review. Project engineer and materials section have 15 days to resolve any materials issues and to sign DT1310 form.

(Materials) Finals Review 30 / 60 / final materials review. Materials Reporting System – 905’s QMP summaries – 155’s Pantry Software

(Materials) Finals Review Regional Certification of Materials (DT1310). 1) PL forwards final materials records to Jeff Michalski / John Brophy for initial review. Included is the DT1310 signed and dated by the PL. _____________________ 2)Upon completion of initial review the PL will correct exceptions (if needed), sign the revised DT1310 and resubmit final materials records to Jeff Michalski / John Brophy for final review._____________________ 3)Upon concurrence of the disposition -- Jeff Michalski / John Brophy signs the DT1310._____________________ 4)PM gives final approval by signing DT1310. _____________________ (This date tracked on Finals Tracking Report.)

IA Reviews Independent Assurance (IA) is unbiased testing and review of DOT, consultant, and contractor personnel who sample and test on our DOT projects. IA goals is review 90% of the samplers and testers on our projects.

IA Reviews If a QV technician samples or tests on your project we would conduct an IA review. We will check with PE and MTS through out the project to meet compliance.

IA Reviews Problem areas (past) QV testing on small bridge projects. Last minute QV base course samples.

IA Reviews QC testers (contractors) Coordination between offices. Help from project staff.

Alkali-Silica Reactivity Marathon County Quarries containing – rhyolite, diorite, gniess, and quartzite. Hanz, 3M, and Weisenberger Quarries.

Alkali-Silica Reactivity A process in which silica in the presence of moisture, is broken down by alkalis produces an expansive gel. The expanding gel creates internal forces that causes the concrete to crack.

Alkali-Silica Reactivity Concrete coarse aggregate needs to meet ASTM C1260 (every 3 years). Special Provision for 2014 – Spec Book in 2015.

Alkali-Silica Reactivity If fails… 1. Use 35% slag grade Class “F” fly ash 3. Mix specific test ASTM C1567 (every 3 years). Cement / fly ash Blend (percentages) and sources.

Alkali-Silica Reactivity Weisenberger Quarry has two approved C1567 mixes (County Materials – Marathon City and Rothschild plants).

QMP Base Compaction Criteria: Projects with 30,000 tons or more of 1.25” BAD with sub grade improvement. 40,000 SY of Mill / Pulverize and Relay. Cost: $0.40 / ton (average).

QMP Base Compaction NCR projects: /76/84 STH 23, Green Lake County , & / 73 USH 51, Oneida County

QMP Base Compaction 1500 ton / lots. Minimum of 93% of the material target density. Material includes: Virgin base course Reclaimed Asph. Pav’t Crushed Concrete

QMP Base Compaction QV testing: Proctor testing – provided by Regional labs. Project staff needs to take sample. Density testing – responsibility of the project staff.

New Beam Guard Acceptance Annually beam guard manufacturer will be put on the pre- approved list. “Buy America” certifications will be supplied to project by the beam guard vendor.

New Beam Guard Acceptance Certification of Compliance for each shipment. Field verification for projects over 500 LF, optional under 500 LF.

Dropping off samples Security codes, Available on request. Central Office samples – Stores Truck (2 week cycle). QMP samples – 2 day turnaround.

HMA Sampling Dean Gritzmacher – Rhinelander office Pat Shuda – Wisconsin Rapids office Project level picking up samples (HTCP certification).
