Data Management and Communications (DMAC) Steering Team November 28, 2007 Conference Call to Begin On-line Polling on Standards

Agenda Introduction and goals Brief overview of DMAC standards process Focus on polling –Standards under review –Schedule/due dates –Review of bylaws/voting issues Next steps Open discussion

Introductions Welcome – Mary Altalo, Anne Ball “Roll call” – DMAC members Introduction of guests –Capt. Chris Moore, NOAA IOOS Program Funding and oversight of DMAC standards website –Delta Pelgrim, LMI Technical support and gatekeeper for website –Kurt Schnebele, LMI Former DMAC Chair Standards process and website support

Goals Kick-off polling component of DMAC standards process to ensure steering team members: –Understand process –Know what is expected of them –Are aware of schedule and due dates

DMAC Standards Adoption Process Brief overview Process was approved at May 2006 Steering Team meeting –(see IOOS-DMAC Guidelines/Standards Adoption process)IOOS-DMAC Guidelines/Standards Adoption process NOAA IOOS Program provided funding and oversight to implement website through LMI

DMAC Standards Adoption Process Brief overview (continued) Three status levels for standards: Submitted –Has no standing within IOOS. Proposed –Has status within IOOS and can be used provisionally by IOOS information system managers for evaluation purposes. Recommended –All IOOS data systems should consider supporting these guidelines wherever applicable

DMAC Standards Adoption Process Brief overview (continued)

DMAC Standards Adoption Process Brief overview (continued) Steering Team member polling responsibilities: Review submitted standards Review expert comments Provide response –Provide comments on negative responses

DMAC Standards Adoption Process Example of polling Follow link provided in notification Comments/Poll, Poll or Submission view opens To view standard, click standard number

DMAC Standards Adoption Process Example of polling Scroll through standard to review –Details –Comments –Actions taken Click Cancel to return to the Poll view

DMAC Standards Adoption Process Example of polling All votes cast are shown under the standard Click Cast Poll to participate

DMAC Standards Adoption Process Example of polling Cast your vote, in Response field –Move Forward –Undecided –Not Approved Click Submit Comments are required when voting Undecided and Not Approved

DMAC Standards Adoption Process Example of polling Your vote will be shown under the standard

Polling Points to remember: Private mechanism for on-line polling (not visible to anyone outside the Steering Team) Threaded discussions available to discuss individual standards

Possible Recommendations Steering team may decide the following on the standards: Move forward (“submitted” to “proposed”) Request additions or changes Table and revisit in next round Reject

After the ‘Polling’ submitted - to - proposed Chair will write up draft recommendations based on polling and distribute to Steering Team Steering Team will discuss recommendations at Dec 17 conference call –Members can designate alternate to attend and vote –Try to reach consensus –If consensus is not possible: Vote is carried by 75% of those members voting “approve” or “disapprove.” Quorum consists of 60% of members. Support of multiple strategies may be the most prudent approach. As long as the consideration of multiple options does not violate the spirit of IOOS interoperability, the IOOS-ST may move forward without consensus. –(see DMAC Steering Team Terms of Reference)Terms of Reference

Standards for review Eight standards: IOOS Vocabulary Version 1 Required and Recommended Vocabularies for IOOS Metadata Metadata Catalog Services Data Access Protocol – DAP 2.0 (transport) Real Time Quality Control Tests for In Situ Ocean Surface Waves Quality Control Standards for Real-Time, In Situ Currents Measured by Teledyne RD Instruments High Frequency Radar Surface Currents Standards Package for the Representation and Transport of Gridded Data: netCDF+CF+OPeNDAP+aggregation

DMAC Standards Adoption Process Eight standards

Entry IOOS Vocabulary Version 1 Submitter: Metadata expert team Comments: 1 Discussion: 2 Notes: Discussed and approved as “submitted” at May 2006 DMAC Steering Team meeting.

Entry: Required and Recommended Vocabularies for IOOS Metadata Submitter: Metadata expert team Comments: 0 Discussion: 4 Notes: Discussed and approved as “submitted” at May 2006 DMAC Steering Team meeting

Entry: Metadata Catalog Services Submitter: Metadata expert team Comments: 0 Discussion: 0 Notes: Discussed and approved as “submitted” at May 2006 DMAC Steering Team meeting

Entry: Data Access Protocol – DAP 2.0 Submitter: NASA (ESE-RFC-004) and Data Transport expert team Comments: 4 Discussion: 1 Notes: The NASA standard is very similar to the Data Transport team’s entry that was discussed and approved as “submitted” at May 2006 DMAC Steering Team meeting. The two entries were combined.

Entry: Real Time Quality Control Tests for In Situ Ocean Surface Waves Submitter: Bouchard on behalf of participants in the QARTOD Workshops and Waves Technical Conference Comments: 4 Discussion: 3 Notes: DMAC does not set QA/QC standards but must ensure that QA/QC required info can be documented (metadata) and transported appropriately.

Entry: Quality Control Standards for Real-Time, In Situ Currents Measured by Teledyne RD Instruments Submitter: Burnett as QARTOD Chair for In Situ Currents Comments: 2 Discussion: 0 Notes: DMAC does not set QA/QC standards but must ensure that QA/QC required info can be documented (metadata) and transported appropriately.

Entry: High Frequency Radar Surface Currents Submitter: NOAA IOOS Program Comments: 0 Discussion: 0 Notes: Standard includes sections on metadata and data transport for gridded velocity fields from HF radar observing systems
