EuropeAid The SD is an initiative launched by the EC to discuss the involvement of Civil Society Organisations (CSOs) and Local Authorities (LAs) in EC development cooperation. Involved stakeholders: It is an inclusive process gathering the European Commission, European Parliament, EU Member States and CSOs as well as LAs from Europe and from the EU partner countries. The EC Headquarters (AIDCO/RELEX/DG DEV) and Delegations of the European Union The European Parliament Members States Civil Society and LA representatives (European-based platforms and Southern actors) Focus on the South: Inclusion of partner countries CSO&LA is a priority of the Structured Dialogue / Structured dialogue in a nutshell

EuropeAid 1/ Structured dialogue in a nutshell 1. Better define the roles and added- value of various categories of CSOs & LAs in cooperation 2. Better characterize the division of labour between stakeholders and complementarity in approaches and programmes Elaborate a shared definition of the specific role, responsibilities, added value of actors. In country: explore the respective role of the various stakeholders. Explore the potential for renewed partnership between EU CSOs and local CSOs. Explore ways to accommodate requirements of the aid effectiveness agenda and the participation of CSO&LA Enhance complementarity and harmonization among donors. At the country level, enhance the complementarity between the EC programmes supporting CSOs&LAs. Working Group 1: Roles and added-value of CSO and LA in external cooperation Working Group 2: Complementarity and coherence within the AAA Working Groups will be presented this afternoon

EuropeAid 3. Identify possible ways to adapt EC aid delivery mechanisms 4. Explore options to improve future EC initiatives Concretize recommendations on maximising the potential and effectiveness of the call for proposals system and improving the sustainability of projects. Identify alternative aid mechanisms to allow a more strategic involvement of CSOs and LAs through longer-term partnerships Improve EC initiatives in areas like: Development Education & Awareness Raising, Support to local authorities Democracy & Human Rights. EuropeAid 2/European working sessions in detail 4 Expert Working Sessions in Brussels: Clustered into 3 Working Groups, they will last one day each. (One could consider these three sessions as the “European Regional Seminar” the same topics will be covered in the decentralized events) Sequencing: 1 st session - 27 April: WG 1 & 2 2 nd session - 13 July: WG 1, 2, 3 in parallel 3 rd session – 5/8 October WG 1, 2, 3 in parallel 4 th session - January 2011 (TBC)

EuropeAid 3/ Regional Seminar: Identification of partner countries CSO&LA One/several of the following criteria should be considered: Representativity / involvement in a national or regional platform - to facilitate information-sharing among their constituency and, above all, capitalisation of experiences (bottom-up); Prior experience in local EC consultation processes as well as experience in managing or participating in EC projects (i.e. knowledge of EC procedures, participating in a capacity building programme, etc) Knowledge of the aid effectiveness agenda, including involvement in the CSO-led multi-stakeholder processes such as the Open Forum on CSO development effectiveness and Better Aid;

CSO & LA networks will propose a list of organisations/LAs. They are invited to send suggestions to the EC. TA will propose key resource people with recognised experience Role of EC headquarters with the support of TA Draft list of potential participants will be analysed at EC Headquarters level by EC officials from AIDCO, DG DEV and RELEX, with the support of the TA team. Final list established 3/ Regional seminar: Identification of CSO&LA to be invited

EuropeAid Contribution of European CSO&LA platforms: Platforms should send to the EC a consolidated list of 20/25 CSO&LA representatives to be potentially invited (+ 1 back-up per platform) Proposals should be motivated with a clear specification as to why they have been chosen (their added value in the discussion). Deadline for submission of the consolidated list: 12 of April EC + TA to check the availability. Final list should be ready 1 month before the event & will be communicated to stakeholders. 3/ Regional seminar: Identification of CSO&LA to be invited
