 The Scientific Committee will review all proposals and base approval on the following criteria:  The scientific merit of the proposal.  Conflict or overlap with other requests.  Concordance with the goals of PHTS.  Resource limitations of the DCC.  Equitable distribution of approved proposals across participants.
