Innovation of Flood warning and forecasting system on the Slovak republic POVAPSYS Martina Holubecká, SHMI Košice,Slovakia

January 2000 “Flood Protection Program in the Slovak Republic by the year 2010” “Flood warning and forecasting system on the Slovak republic” The Slovak Hydrometeorological institute (SHMU)

Objectives of POVAPSYS to improve the level of meteorological and hydrological service outputs (forecasting, warnings) increase of quality of life of the population in flood prone areas protection of property and health of the local population in flood prone areas more safety of population against flooding To reduce the damage caused by floods, especially loss of life, injury to human health and property of citizens, towns and villages

The measures Completion and upgrading of the existing data acquisition system, terrestrial stations, satellite data receiver, weather radars, lightning system, telemetry system Integrated information system - better software and hardware to run flood forecasting which manages the data between all components Database system Internet portal - data and informations deliver to relevant stakeholders Meteorological and hydrologic forecasting models

The expected outputs of the POVAPSYS The warning and forecasting system for Slovak republic A new method for communication and information flow A model structure coherent with Austria, the Czech republic, Germany, Hungary, Poland and Ukraine Local warning system

Operative data are: Data from monitoring networks in Slovakia and abroad: ( water stages, precipitation, air temperatures, water temperatures, ice phenomena) Processed data (discharges, hydrological reporting, hydrological situation, processed information for input into hydrological models) Images ( observation from radar, observation from satellite) Forecasted data ( quantitative precipitation forecasts, meteorological and hydrological forecasts) Quasi-steady data (metadata about monitoring stations, rating curves, degrees of flood activities, hydrological and climatologic characteristics)

5. National Telecomunication Centre and computer technique

The main purposes of the telecommunication network:  Data transmission from terrestrial telemetric stations to the Regional Offices and Central Office in Bratislava.  National and international exchange of the meteorological information (radar and satellite information), hydrological and climatological information  Data and information propagation to the users. Within the POVAPSYS:  complete upgrade of the telecommunication network including telecommunication computer finished.  instead of some personal computers also supercomputer REGATTA was purchased and set into operation.

In conclusion  2003 was started  the Slovak Government has funded a project  2006 – financing from the EU Structural Funds  2006 funding from the Cohesion Funds for 2007 – 2013  funds used for operating the system
