GEOSS Architecture Implementation Pilot ESA & FAO Contribution to GEOPortal Response & Proposal for Contribution to EO-Summit 2007 Demonstration

PORTAL INTERFACES: The ESA/FAO contribution to GEOPortal will interface (at a minimum) the following items  Access (links) to the GEO Website (1) via traditional web management tools (CMS)  Access to community portals (2):  Re-use of data from ESA’s eoportal  Access to the charter website  Harvesting of metadata from portals within GEONetwork community  Other community portals as required  Catalogue client via ESA’s FEDEO initiative, access to the clearinghouse accordingly (3)  Access to WMS services for portrayal services (4) (for showcase map-layers listed in GEOPortal)  Information from GEONetcast and possible inclusion of showcases from GEONetcast portal (5)

Typical User Interaction Depending on the scenario, the GEOPortal may support local search for data and services to assist new/ non-experienced users to answer questions such as  Which services exist in the service segment that serve emergency response applications, e.g. disaster charter?  Alignment of Portal Information with Registry Information tbd  Which types of data sets available through GEOSS support services for marine applications, e.g. SAR?  Which data sets are available via subscription and dissemination via GEONetcast?  Which data available through GEONetcast supports NRT delivery for ice berg monitoring? In principle, the GEOportal contribution is capable of supporting any scenarios selected for the demonstration pilot, e.g. selected from services and organisations as already identified on the Portal (see table below).

Demonstration Scenario Development The GEOPortal contribution is already structured according to SBAs  identifies a number of services for each SBA in support to user needs  including identified sample data sets which illustrate which data can support services and applications. Scenarios can be developed based on a number of applications Examples 

Water – Food Security – EXAMPLE - A policy maker aiming to plan the best water resource management to improve agricultural productivity in his country (e.g. an African country),  selecting his country in the search by location interface, and selecting Water/production of food, will have access to several services providing relevant information targeted on his country needs.  Among others, access will be offered to services provided by international initiatives (e.g. TIGER Initiative, GEMS Water), and other targeted services such as analyzing services (e.g. FAO- AQUASTAT), mapping services (e.g. AFRICOVER), monitoring services (e.g. World Soil and Terrain Database).  The access to maps focused on land cover and land use, with the possibility of customization with other datasets, for example related to water bodies, population, cities, could provide further information to support effective policies planning.

Disasters Management – Floods Early Warning – Example - Weather forecasts and early warning services (e.g. EUMETNET Metoalarm) predict severe weather conditions characterized by strong rainfalls over central Europe for the next 48h. Early warning allows an improved planning of preventive measure, e.g. against floods. The user, e.g. a civil protection agency, maybe supported in their activities planning by accessing the GEOportal resources by SBA (disasters/floods) and location (Europe or a specific country) will be able to retrieve information of relevance for these events. A targeted search of services available for disasters management, namely floods, could help finding services targeted on preventing or reducing the risk of disaster-induced losses. The user will have access to a number of services meeting his operational needs such as services for early warning and assessment of risks (e.g. RISK-EOS, INSCRIT), mapping services (e.g. RESPOND, UNOSAT etc.), monitoring (e.g. International Charter - Space and Major Disasters).

Available Sample Data Sets and related Sources

Support of open standards Natively, the GEOportal will support the following standards:  As compatible with the GeoNetwork opensource 2.1 software, i.e. OGC Catalogue Service CSW ISO API profile, ESA/FAO intend also to collaborate to provide a JSR168 interface to GeoNetwork.  A planned evolution to GeoNetwork opensource 3.0 software, ESA/FAO are collaborating to upgrade the GeoNetwork software to the catalogue profile ISO ISO/TS  A WMS client will be integrated into ESA contribution to GEOPortal The portal will provide an access to the interoperable catalogues made accessible in the framework of the FEDEO pilot on interoperability. For details please refer to FEOEO pilot response to the CFP.

Compliance to CFP Requirements: 1.) Maintenance of the GEO Web Portal content shall be performed by TBD organization. Compliant.  Operated by the industrial consortium responsible for the operation and maintenance of ESA’s EO user services. ESA currently operates and maintains a number of community web sites e.g. and the site. Commitment is to operate the GEOportal contribution by providing frequent updates and overall availability of the site at a level expected by an international operating organisationwww.eoportal.orgwww.disasterscharter.org 2.) Maintenance of the software of GEO Web Portal shall be performed by TBD organization: Compliant.  Maintained by the developers ESA’s contribution to GEOportal will be based on selected open source components. Initial commitment is for the duration of the current GEO WP with the possibility for extension.

Availability/persistent demonstrations Support to a number of events/ demonstrations  The IEEE WS at IGARS in July 2007,  The ADC meeting in Washington D.C. in September 2007,  The GEO-IV & EO Summit meeting in Cape Town in November 2007, Other events may be considered to be supported. Support includes travel, staff, HW and SW as required for presentations and demonstrations. Beyond the demonstrations identified in the above, support is committed for the operations of the GEOportal contribution, starting with Version 1.0 planned for end July 2007 and for an initial duration in line with the current GEO Workplan. Further extensions will be considered as part of the GEO Implementation Plan beyond 2009.
