REDUCE THE REQUEST FOR ILLEGAL SUBSTANCES INDICATORS FOR RESULT MEASUREMENT: *INITIAL PREVENTION AT SCHOOLS - PROJECTS, TRAININGS, ALLOCATED RESOURCES, ASSESSMENT OF PROJECT EFFECTIVENESS; *INITIAL PREVENTION IN CITY DISTRICTS - PROJECTS, TRAININGS, FINANCIAL RESOURCES, ACTIVITIES OF PREVENTION COUNCILS

MAIN PRINCIPLES: MONITORING THE SITUATION - DATA COLLECTION ON FOUR INDICATORS: SCOPE OF DRUG USE AMONG POPULATION, INFECTIONS RELATED TO DRUG USE, DRUG RELATED FATALITIES, NEED FOR TREATMENT.

MONITORING RESULTS: COLLECT DATA ABOUT PREVENTION ACTIVITIES IN SCHOOLS AND CITY DISTRICTS; INFORMATION REGARDING AVAILABILITY OF DRUG TREATMENT TO THE TARGET GROUP.

DRUG PREVENTION ACTIVITIES: DOES NOT MEAN ONLY THE PREVENTION OF USE OF ILLEGAL SUBSTANCES. INITIAL EXPERIENCE OF DRUG ABUSERS IS USUALLY RELATED TO ALCOHOL AND TOBACCO. THEREFORE DRUG PREVENTION INCLUDES ALSO LEGAL SUBSTANCES SUCH AS ALCOHOL AND TOBACCO.

PRIORITIES FOR EXPANSION OF DRUG USE PREVENTION ON LOCAL GOVERNMENT LEVEL. 2.FACILITATING SUPPORTIVE ENVIRONMENT. 3.DEVELOPMENT OF HARM REDUCTION, DRUG ADDICTS TREATMENT AND REHABILITATION.

DRUG AND HIV/AIDS PREVENTION IN 2004 FINANCED 34 PROJECTS FOR THE TOTAL OF 4,400,000 EEK

PROJECTS SUPPORTED: PREVENTION ACTIVITIES 19 COUNCELLING3 LEGAL AID 1 REHABILITATION9 OTHERS2

OTHER DONORS: NATIONAL STRATEGY OF DRUG PREVENTION THE GLOBAL FUND TO FIGHT AIDS, TUBERCULOSIS AND MALARIA (since beginning of 2004) etc.

TREATMENT OF DRUG ADDICTS: DURATION OF TREATMENT: 1 TO 6 MONTHS FOLLOWED BY A SELF- HELP GROUP AT REHABILITATION CENTRE
