Overview These training materials are based on the Fall 2012 Reading & Mathematics Retake Test Administration Manual. Training materials are available at 2

Overview These training materials are designed to highlight important information regarding test administration policies and procedures. Not all information from the test administration manual is included in this presentation, so it is imperative that district and school staff read and familiarize themselves with all information in the manual in addition to using these training materials. 3

Manual One manual is provided for this administration. Instructions and scripts for administering for computer-based (CBT), paper-based (PBT), and accommodated forms are included in this manual. 4

Computer-Based Test Schedule October 8-19 FCAT 2.0 Reading RetakeTwo half-day sessions over two days* FCAT Mathematics RetakeUntimed—up to one school day 5 *Each FCAT 2.0 Reading Retake session may last no longer than half the length of a typical school day. CBT Daily Administration Schedule FCAT 2.0 Reading Retake Schools administering the CBT FCAT 2.0 Reading Retake may schedule sessions during the entire Retake window (October 8 – October 19). Any paper-based accommodations must be administered on October 8 & 9, with make-up testing administered on October 11 and 12. 6

CBT Daily Administration Schedule FCAT Mathematics Retake CBT sessions may be scheduled during the entire Retake window (October 8 – October 19). Students may have up to the length of a typical school day to complete the test but must complete the test in one day. Any paper-based accommodations must be administered on October 10, with make-up testing administered October 11 & 12. 7

What’s New for Fall 2012 FCAT Reading Retake The FCAT Reading Retake was administered for the last time in Spring Students who entered grade 9 in Fall 2009 and earlier and who have not yet obtained a passing score on Grade 10 FCAT Reading will take the FCAT 2.0 Reading Retake. These students passing scale score will be

What’s New for Fall 2012 Session Information For the FCAT 2.0 Reading Retake, a school must administer Session 1 to all participating students prior to administering Session 2. Any students who are absent for Session 1 of the FCAT 2.0 Reading Retake may NOT take Session 2 of the test until they have completed Session 1. These students should still be tested in two sessions over two days. 9

What’s New for Fall 2012 Student Honor Statement Prior to testing, students are required to read and acknowledge a Student Honor Statement that reads: “I understand that giving or receiving unauthorized help during the test is cheating and if I give or receive such help during this test, it will result in the invalidation of my test results.” Students taking a computer-based test must read the statement and check a box beside the statement, “I agree” at the beginning of the test. In paper-based tests, a signature line appears below the Student Honor Statement. 10

What’s New for Fall 2012 Practice Tests Schools must administer the appropriate practice test(s) using the ePAT scripts to all students to be tested using the ePAT scripts; however, if a student has previously participated in an ePAT for the subject test he or she will take, the student is not required to participate in an ePAT session for this administration. Practice test (ePAT) scripts are no longer included in the test administration manual. The ePATs and ePAT scripts are posted at The link to the ePATs should be provided to all students and their parents/guardians prior to testing so that they can access the ePATs and practice on their own at any time. 11

What’s New for Fall 2012 No Calculators in TestHear TestHear does not have a built-in four-function calculator. Students taking an accommodated CBT form of the FCAT Mathematics Retake MUST be provided with an approved handheld four-function calculator to use during the test, as indicated in the administration script. 12

Reminders Inappropriate actions by school or district personnel before, during, or after test administration may result in consequences such as test invalidations and/or loss of teaching certification. ALL test administrators must be certified educators. All personnel involved in test administration must read and sign an FCAT/FCAT 2.0 Test Administration and Security Agreement, provided in Appendix E of the Fall 2012 Retake Manual. Test administrators must sign a Test Administrator Prohibited Activities Agreement, also provided in Appendix E. 13

Reminders Leaving Campus If a student begins a session and leaves campus without finishing (due to an appointment, illness, etc.), he or she will NOT be allowed to complete that session. No exceptions will be made once the student leaves the school’s campus, so parents and students must be made aware of this policy. If you have concerns about a student, you should not allow the student to begin. Instead, arrange to administer the test to that student on a make-up day. 14

Reminders Electronic Devices Policy If a student is found with ANY electronic device(s), including, but not limited to, cell phones and smartphones, during testing OR during breaks (e.g., restroom breaks, lunch), his or her test must be invalidated in order to successfully enforce this policy. School personnel must ensure that students do not have access to their cell phones or other electronic devices even if the devices are turned off or the students do not use them. The best practice would be for students to leave devices at home or in their lockers on the day of testing. Students and parents must be made aware of this policy prior to testing. 15

Reminders TestHear Accommodated computer-based test forms (large print, color contrast, zoom, screen reader, assistive devices) are available for eligible students who have such accommodations identified in their individual educational plans (IEPs) or Section 504 plans. These forms will be accessed using the TestHear software. Separate instructions and administration scripts for accommodated forms are provided in Appendix A of the Fall 2012 Retake Manual. Students who require accommodated CBT forms must practice using the accommodated ePAT for the specific accommodated form or form combination that they will use during testing. 16

Reminders Paper-Based Materials Regular print and braille test materials are available for eligible students who have such accommodations identified in their IEPs or Section 504 plans. Reading Passage Booklets for computer-based Reading tests are available for eligible students with this accommodation indicated in an IEP or Section 504 plan.  Although Reading Passage Booklets are included in the category of paper-based accommodations, eligible students who require them will test on the computer. 17

Reminders Handheld Calculators After participating in an FCAT Mathematics Retake practice test, a student may request an approved handheld four-function calculator on the day of testing. Test administrators should have a supply of approved calculators for these students. 18

Reminders Virtual School Students Districts must make arrangements to test Florida Virtual School (FLVS) Full-Time public school students, as well as other virtual program students, per Section (6)b, Florida Statutes (F.S.). 19

Glossary of Terms PearsonAccess – A website used for almost all test preparation (e.g., PreID), setup, administration, and reporting tasks. Correct test administration must be selected each time you log in. Requires a username and password. Links to support materials: PearsonAccess will timeout after 14 minutes of inactivity. 21

Glossary of Terms PearsonAccess Training Center Accessed from the Training Center tab on PearsonAccess Home page. Provides an opportunity to  Practice PearsonAccess tasks.  Manage the Infrastructure Trial in preparation for testing. Requires a username and password. 22

Glossary of Terms TestNav 6.9 (TestNav) Platform for Florida’s high- stakes computer-based statewide assessments. 23

Glossary of Terms TestHear Platform used to deliver accommodated forms (e.g., large print, zoom, color contrast, screen reader, assistive devices) for Florida’s high-stakes computer-based statewide assessments. Software application installed on each computer that will be used to test students who require accommodated CBT forms. TestHear operates on Windows PC workstations and on Macintosh workstations that have Mac OS 10.5 or later installed and are running Windows (e.g., via Boot Camp). Glossary of Terms ePAT Electronic Practice Assessment Tool Allows students to practice using the computer-based platform prior to testing. Available for download at Download ePAT launcher separately from test content. Accommodated ePATs are also available. Launcher is bundled with the practice test content for accommodated forms. Scripts and instructions for downloading ePATs are under the Resources tab. 25

Students to be Tested Retakes Students who have not passed the Grade 10 Reading assessment (FCAT or FCAT 2.0) required for graduation participate in the FCAT 2.0 Reading Retake. Students who entered Grade 9 in Fall 2009 or earlier and have not yet passed the Mathematics portion of the Grade 10 FCAT participate in the FCAT Mathematics Retake. 26

Students to be Tested Special Program Students Make arrangements to test special program students (Home Education-Retained Grade 10, Virtual School) PBT - Ensure that grid sheets and Document Count Forms for these students are completed properly, according to the chart on page 80 of the Fall 2012 Retake Manual. 27

Test Invalidation A test MUST be invalidated if either of the following circumstances occurs:  A student has an electronic device during testing  A student is cheating during testing  A student is given unauthorized help during testing A test MAY be invalidated if one of the following circumstances occurs:  A student becomes ill and is unable to finish  A student is not allowed the correct amount of time  A error occurs in the administration of an accommodation  A student works in the incorrect session  An error occurs in test administration or procedures  A disruption occurs during testing 28

Test Invalidation District assessment coordinators will advise schools of the appropriate course of action if invalidation is being considered. Remember that the purpose of invalidation is to identify when the validity of test results has been compromised. When a student’s test is invalidated for any reason, record the invalidation in PearsonAccess according to the instructions on pages of the Fall 2012 Retake Manual. For paper-based accommodations, return the invalidated test with the DNS bubble(s) gridded with all other TO BE SCORED materials (PBT). More information about test invalidation policies may be found on pages of the Fall 2012 Retake Manual. 29

School Assessment Coordinator Before, During, and After Testing 30

School Assessment Coordinator Before Testing  Read the test administration manual.  Read the Test Administration Policies and Procedures and sign the FCAT/FCAT 2.0 Test Administration and Security Agreement.  Train your test administrators and proctors.  Ensure that test administrators sign the Test Administrator Prohibited Activities Agreement.  Receive test materials from your district assessment coordinator.  For Mathematics tests, ensure an adequate supply of reference sheets is available for all students.  Communicate the process for collecting required administration information to your test administrators.  Distribute test group codes and seal codes (FCAT 2.0 Reading tests, prior to Session 2) to test administrators. 31

School Assessment Coordinator Before Testing  Assign proctors, as needed.  Arrange practice test sessions.  Ensure that appropriate test settings are available for all test sessions.  Verify student information and create test sessions.  Distribute Session Rosters, Student Authorization Tickets, Seating Chart and Security Log on the day of test administration.  Make arrangements to test any special program students who may be testing at your school.  If any students who require special accommodations are testing at your school, discuss how accommodations will be provided with test administrators (Appendix A).  Complete any Computer-Based Assessments Certification district readiness activities as directed by the FDOE. 32

School Assessment Coordinator Before Testing Receive Test Materials Your district assessment coordinator will provide you with the following materials, as appropriate for your school:  Work folders  FCAT Mathematics Retake Reference Sheets  FCAT 2.0 Reading Retake Passage Booklets  Other materials, as indicated in the Fall 2012 Retake Manual (as applicable) Ensure that an adequate supply of working calculators is available prior to the beginning of test administration. 33

School Assessment Coordinator Before Testing Receive Materials and Maintain Security Box contents are listed on pages of the manual. Inventory the contents of your boxes within 24 hours of receipt and report missing materials immediately. Keep materials secure at all times. No more than three individuals may have access to the locked storage area. Do not open shrink-wrapped materials or begin preparing (applying student labels) more than one week prior to testing. Save the original boxes for returning special document materials. If you need additional materials or if you have questions, contact your district assessment coordinator. 34

School Assessment Coordinator Before Testing Train Test Administrators and Proctors You are responsible for training all test administrators and proctors, including non-school-based instructors (e.g., itinerant teachers). You must train several employees to act as possible alternates. Test Administrators must be certified educators. Test administrators who will be administering the test to students using braille materials must be trained in the use of those test materials. For students with accommodations, make sure that test administrators are aware of and have made provisions for the exact accommodations needed for individual students. 35

School Assessment Coordinator Before Testing Proctors When testing a large group of students, proctors MUST be assigned to the room to assist the test administrator. School Assessment Coordinator Before Testing Arrange Practice Test Sessions Schedule and arrange practice tests (ePATs) as described in the Fall 2012 Retake Manual. Before a student can participate in this computer-based administration, the student must complete the correct ePAT to learn how to use the computer-based system. If a student has previously participated in an ePAT for the subject test he or she will take, the student is not required to participate in an ePAT for this administration. School Assessment Coordinator Before Testing Arrange Practice Test Sessions Students who require accommodated CBT forms (e.g., large print, color contrast, zoom, screen reader, assistive devices) must complete a practice test for the specific accommodated form or form combination that they will use during testing. Accommodated practice forms (TestHear ePATs) are available at 38

School Assessment Coordinator Before Testing Create Test Sessions You will need to create test sessions before you can verify student information. These can be temporary sessions for the purpose of verifying student information, or they can be test sessions you plan to use for testing. Detailed instructions on how to create a test session and verify student information are on pages of the Fall 2012 manual. 39

School Assessment Coordinator During Testing  Ensure the test sessions have been started in PearsonAccess.  Provide test administrators with additional materials, as necessary.  Monitor each testing room to ensure that test administration and test security policies and procedures are followed, seating charts and Security Logs are being properly completed, and required administration information is being collected.  Be available during testing to answer questions from test administrators.  In PearsonAccess, monitor session status and resume students’ tests, if necessary.  Arrange for and supervise make-up administrations. 40

School Assessment Coordinator After Testing  Verify that all distributed secure materials have been returned. Report any missing materials to your district assessment coordinator and conduct the necessary investigation.  Make copies of all collected required administration information, seating charts, and Security Logs and file the copies.  In PearsonAccess, stop test sessions and invalidate student tests, if necessary.  In PearsonAccess, record accommodations actually used by students by 4:00 p.m. Friday of the week the student tested.  Organize materials and return them to your district assessment coordinator.  Complete the Fall 2012 Retake School Assessment Coordinator Comment Form at and encourage test administrators to complete a form. 41

The following slides relate to the administration of paper- based tests (regular print or braille), which are only offered as accommodations for students who have such accommodations identified in their IEPs or Section 504 plans. Each slide contains an icon of a pencil and a test to indicate that the information pertains to paper-based tests only. 42 Paper-Based Tests (PBT)

For paper-based testing only: You will receive a PreID label for each paper-based test being administered if these students were indicated in your PreID file upload. Affix the label to the correct test for that student.  The following four categories must be correct on a label in order for it to be used: Student Name, Student ID Number, District Number, and School Number. School assessment coordinators and test administrators must track security numbers of secure test documents in their records of required administration information. Test administrators must refer to the Braille Test Administration section in Appendix A of the manual for braille responsibilities. School and district assessment coordinators should refer to their respective Responsibilities After Testing sections for instructions. PBT Chain of Custody Form The Test Materials Chain of Custody form is available in Appendix E of the Fall 2012 Retake Manual and on PearsonAccess and posted at The form must be maintained as test materials are handled before, during, and after testing. A certified educator must be present at all times that test materials are handled directly. 45

PBT Security Numbers Used to account for each test and answer book. Consists of a nine-digit number followed by a check digit. Packing list will indicate the number ranges assigned to each school, and written documentation of the number ranges must be maintained at all times during distribution and return of books. Pre-populated Administration Record/Security Checklists are provided in PearsonAccess. Test administrator should maintain a list of all secure materials assigned to him or her, including any additional materials assigned throughout the administration. See page 14 of the manual if a document becomes soiled. 47

PBT Student Demographic Information Student grid sheet captures student demographic information. A document is preidentified if it has a student label affixed. Blank student grid sheets (non-preidentified) must be gridded using a No. 2 pencil. For more information about specific demographic fields, see pages of the Fall 2012 Retake Manual. 49

PBT Sample Preidentified (PreID) Student Label Four elements must be correct on PreID labels: student name, student ID number, district number, and school number. If the student name, ID number, district number, OR school number is INCORRECT on a label, a replacement non-preidentified test and answer book MUST be gridded. 50
