What is a Joint Powers Authority (JPA)? Definition JPA—“An Institution Permitted Under Law Section 6500 State Government Code, Whereby Two or More Public Authorities (e.g., local governments) Can Operate Collectively.” Characteristics Separate, Distinct Governance from Member Counties Powers—Derived From/Established by Participating Agencies Can Employ/Contract Independent Staff to Carry Out/Implement Board Policies Transparency/Accountability Brown Act Compliance Fiscal Audit Requirements Joint Delivery of Services—e.g., Mental Health, Fire, Police, Sanitation, Education, Legal, Others

What is California Mental Health Services Authority (CalMHSA)? An Independent Administrator/Fiscal Government Agency for the Efficient Delivery of California Mental Health Projects Headed By—1) Separate Board of Members; 2) Executive Committee Comprised of Officers and Statewide Region Representatives; 3) Administrative Firm—George Hills Company, Inc.; 4) Separate Legal Counsel—Murphy, Campbell, Guthrie & Alliston Supported By—Stakeholders, Strategic Partners, Service Providers Operational Tenets/Value-Based JPA Outcomes Transparent & Inclusive Efficient & Effective Use of Resources Flexible/Dynamic/Scalable Accountable for Results

CalMHSA—What It’s “NOT”… √… Not A Legislative Agency Setting Code/Regulations √… Not An Advocacy Body √… Not An Approval Body Delaying Service Financing/Delivery √… Not An Organization with Limited Capacity/Capabilities √… and It Will Not Limit Potential Service Providers

CalMHSA—JPA Agreement/Purpose Addressing Suicide Prevention Ethnic/Cultural Outreach Stigma/Discrimination Reduction Related to Mental Illness Student Mental Health/Workforce Training and Education Training, Technical Assistance, and Capacity Building Provision of Necessary Administrative Services —Such Administrative Services May Include, but Shall NOT be Limited to—Establishing a Depository for Research Materials/Information Regarding “Best Practices”. This Agreement is Entered Into by the Members in Order to Jointly Develop, and Fund Mental Health Services and Education Programs as Determined on a Regional, Statewide, or Other Basis. Such Programs May Include, But Are NOT Limited To, the Following:
