Statutory Reform ALN Welsh Assembly Government Update for Sencos from NQT/EPD Conference Llandrindod Wells Autumn 2010

Intended outcomes for reform of ALN  More inclusive education system  Improved learner outcomes and well- being  Improved participation of learners  Increased trust and confidence of parents  Better partnerships between agencies/parents  Improved efficiency

New more flexible systems  Move away from statement and become more school based  Individual Development Plans replacing statement with child at the heart of the process  Improving support for parents  Improved early intervention (Early support system established 0-5yrs)  Improved transition to adulthood (upper age limit increased from yrs) to encourage links with Employment

Building capacity  Improving quality – School Action Plans  Professional development  Strategic initiatives – e.g.DFS  UPOSS – developing role of Special Schools  Web provision

Professional Development and Performance Management  RPD – there will be a required Professional Development – NQT, EPD  APD – Agreed Professional development  Systems Leadership - promoted through SEF (School Effectiveness framework) All staff on continuum
