What’s New with the Emission Statement Program? 11 TH ANNUAL REGULATORY UPDATE CONFERENCE Danny Wong October 12, 2012
Summary of the 2011 Emission Statement Season Received 524 emission statements – 264 majors – 260 non-majors Almost all have been reviewed Another successful year!
What To Expect When Submitting 2012 Emission Statement Due May 15, 2013 – Still have the extension to June 15 th No changes to N.J.A.C. 7:27-21 (yet) Reporting by NJDEP Online Services Portal
NJDEP Online Services Portal for Emission Statement Not mandatory – Can still use USPS/FedEx/UPS/etc. Still need paper certification – Starting with the 2012 emission statement, no longer accepting via and earlier still ok to , including revisions Also continue to use for communication with Emission Statement staff, including responses to “QOR” letters that do not involve revising the RADIUS file Why? – CROMERR (applicable to major sources) – Catching up with technology Working on plans for outreach and training
RADIUS 4.0 Updates Removed electronic PIN certification capability within RADIUS (this functionality is in the NJDEP Online Services Portal) – If not using the portal, then all submission needs to have paper certification Removed the ability within RADIUS to attach electronic documents (this functionality is in the NJDEP Online Services Portal) Added functionality for RADIUS to generate a PDF document containing all the information entered – However, users will only be able to access this PDF via the Portal
RADIUS 4.0 Updates For any contacts listed, address is required Responsible Official contact information required – Emission Statement was already required in the past Due to attachment size limitation on the portal, a few of the largest emission statements will not be able to be submitted via portal – 5 MB, 1 MB attachment For those few that use a 3 rd party data entry system to fill out emission statements through the back-end of RADIUS, there may be issues since changes were made to RADIUS
Planning For Submitting Start a little earlier Be patient – As with all new products, there will be kinks – NJDEP staff is always available to help but give them time to respond Training – TBA
