National Center on Response to Intervention Categories of Capacity Building  Five capacity building categories are used to guide TA liaisons’ discussions with each state over time:  SEA Vision for RTI  RTI Leadership Team  Needs Assessment  Outreach and Training  Evaluation

National Center on Response to Intervention Our TA Strategy  Provide TA resources to all states at various levels of intensity  Three levels  Universal: provided to all states through website and at least 4 states per region  Targeted: provided to at least 2-3 states per region  Intensive: provided to at least one state per region

National Center on Response to Intervention Intensive State Status  Hawaii  RTI Framework: State vision for RTI passed by Board of Education and tied into State framework for a Comprehensive System of Student Support  RTI Implementation – Stage 2, Program Installation: RTI guidance document being finalized for pilot districts in fall 2009  Focus on Disproportionality: Zero percent of districts identified as having disproportionality due to inappropriate identification practices.

National Center on Response to Intervention Intensive State Status  Kansas  RTI Framework: Developed a multi-tier system of support (MTSS) framework for RTI using reading, math and behavioral intervention at elementary and secondary school levels.  RTI Implementation – Stage 4, Full Implementation: Multiple pilot sites using MTSS framework and 2 nd MTSS conference planned for fall 2009 with NCRTI presentation on fidelity.  Focus on Disproportionality: Zero percent of districts identified as having disproportionality due to inappropriate identification practices.

National Center on Response to Intervention Intensive State Status  Maine  RTI Framework: State RTI guidance developed to support policy goal of state wide RTI by  RTI Implementation – Stage 2, Program Installation: State RTI leadership team planning PD on RTI focused on fidelity, differentiated instruction and tiered interventions.  Focus on Disproportionality: Zero percent of districts identified as having disproportionality due to inappropriate identification practices.

National Center on Response to Intervention Intensive State Status  Missouri  RTI Framework: Missouri Integrated Model now piloted as the State RTI framework. Links PBIS, High Schools that Work, Literacy and Professional Learning Communities.  RTI Implementation – Stage 2, Program Installation: Recently held regional training for 266 school and districts reps. NCRTI’s Daryl Mellard provided training at this event.  Focus on Disproportionality: Zero percent of districts identified as having disproportionality due to inappropriate identification practices.

National Center on Response to Intervention Intensive State Status  New Mexico  RTI Framework: Updating their “Student Assistance Team and the Three-Tier Model of Student Intervention” manual. Held June conference on RTI.  RTI Implementation – Stage 3, Initial Implementation: In fall, pilot sites will be established along with a system for PD on screening, progress monitoring and intervention planning.  Focus on Disproportionality: Three districts identified for disproportionality due to inappropriate identification practices. Bilingual education and supports for ELLs will be an area of focus.

National Center on Response to Intervention Intensive State Status  Oklahoma  RTI Framework: RTI guidance document completed. SEA advisory committee meets this fall to develop a dissemination plan.  RTI Implementation – Stage 3, Initial Implementation: Working with pilot sites to reflect principles from guidance document. Eight regional mentors trained for TA to pilot sites. 33 LEAs using RTI for LD identification, 3-day training for 250 LEAs in July  Focus on Disproportionality: Zero percent of districts identified as having disproportionality due to inappropriate identification practices.

National Center on Response to Intervention Intensive State Status  Pennsylvania  RTI Framework: RTI guidance for secondary schools complement. Secondary RTI toolkit under development.  RTI Implementation – Stage 3, Initial Implementation: NCRTI is working with SEA on evaluation of 6 pilot middle schools implementing RTI.  Focus on Disproportionality: Zero percent of districts identified as having disproportionality due to inappropriate identification practices.

National Center on Response to Intervention Intensive State Status  South Carolina  RTI Framework: RTI guidance document finalized and presented at June state-wide kickoff with 400 LEA participants.  RTI Implementation – Stage 2, Program Installation: Pilot sites selected this summer for training by regional “Smart Centers” during the 2009 school year.  Focus on Disproportionality: State leadership team developing guidance on how to use RTI to address disproportionality. 3.5 percent of districts identified for disproportionality due to inappropriate identification practices.
