Norrbotten makes up one quarter of the area of Sweden. The region has a population of around 250,000 in an area as large as Belgium, Luxembourg and the Netherlands combined.

Norrbotten Industry is based on raw materials of timber and ore. Space technology and IT are growing at a rapid pace. Tourism plays an important role in employment. The County Council's Vision ”A rich and evolving life in a region with vitality and expansion”

The County Council's Prime Objectives The County Council shall represent the interests of the population of Norrbotten, and be controlled by the local inhabitants through general political choice. The county council shall, through the running of its health and dental activities, work towards a just welfare system based on individual needs and substantially funded by taxes. As the elected regional body, the County Council shall assist the development of Norrbotten county and create conditions for a sustainable society Through active cultural and regional policies, financial and other support to public transport and small business development, conditions shall be created for a good living environment.

The County Council's Directional Objectives Norrbotten shall be known as a dynamic region with attractive habitats and diversity. The Norrbotten cultural and business community shall be prosperous with good capacity for sustainable development. Norrbotten residents shall possess positive self-esteem. Norrbotten residents should feel good and live a long life. Individuals should be knowledgeable about health and take active responsibility to maintain or improve their health. Interim targets exist in the areas of good living conditions, healthy lifestyles and healthy environments. Norrbotten residents shall, as needed, be given the right treatment, at the right time and at the right level.
