Integrated Regional Water Management Planning Proposition 50: Integrated Regional Water Management Planning Grant Program North Coast IRWMP: region, process, partners, short and long term goals

Purpose: IRWM Grant Program to encourage integrated regional strategies for management of water resources to provide funding, through competitive grants, for projects that protect communities from drought, protect and improve water quality, and improve local water security by reducing dependence on imported water.

Proposition 50, Chapter 8 Integrated Regional Water Management Grant Program DWR and SWRCB to administer jointly Total $380 million available through two funding cycles Maximum of $500,000/regional proposal available for planning Maximum of $50 million/regional proposal available for implementation

IRWMP Project Categories Habitat Restoration (fisheries, wetlands, invasive species) Water and Wastewater Infrastructure Upgrades Recycled Water Use Point and Non-Point Pollution Prevention Water Quality Improvements Watershed Protection and Planning

Proposed Timeline: SWRCB/DWR Approval of Final Guidelines 11/04/05 Draft PSP released for public comment/review – 1/24/05 PSP Public Workshop in Sacramento – 2/1/05 Final PSP released in mid-March Planning Applications Due 4/05 Planning Grant Awards 9/05 Implementation Proposals Due 5/05 Implementation Grant Awards 1/06

Reasons for developing a North Coast IRWMP A plan is needed to obtain funding 40% of existing funding is designated for Northern California Future bond opportunities Identification of other/future funding Increased emphasis on hydrologic regions

Time is of the essence Guidelines: Moving Target, just finalized PSP’s not released yet May be better opportunities for funding during first round – less competition

North Coast Counties: Del Norte, Siskiyou, Humboldt, Trinity, Mendocino, Sonoma (Portions of Modoc, Glenn, Lake and Marin)

North Coast IRWMP Process Sign onto MOMU Eligible entities upload projects via website Develop IRWMP Plan per Proposition 50 guidelines (outline for review on website) Public review of draft plan via website and other mechanisms Projects are prioritized by Technical Review Panel based on Proposition 50 guidelines Plan and projects are submitted to state Other funding sources identified Apply for ongoing IRWMP development

To Be Determined Regional Agency (minimum three entities, two with statutory authority over water – consideration of JPA) Contract administration (whom, timeline, process, fund availability) – does not need to be resolved by June Nature of joint administration by SWRCB & DWR?

Technical and Policy Review Development of prioritization strategy/criteria based on guidelines and existing prioritization frameworks (eg, Coho Recovery Plan, TMDLs, etc) Two appointees from each County Board of Supervisors (12 member review panel) Suggested/encouraged: appointment of an advisory committee for each county Peer review for specific management strategies/categories Regular updates to natural resources agencies: SCC, CDFG, RWQCB, NOAA Public review via website

North Coast IRWMP Short term: framework for integration, plan development, project identification & prioritization, funding acquisition Long Term: more robust planning & integration, future bond funds, identification and development of new/expanded funding sources
