BILC CONFERENCE – MADRID, SPAIN 3-7 May 2015 SACEUR´s Annual Guidance on NATO Education, Training, Exercise and Evaluation 2014 (SAGE 2014):  Training engine of transformation and glue to strengthen interoperability  Language competencies identified as important shortfalls  Actions needed to mitigate and resolve this problem  ACT is requested to conduct assessment of language requirements for NATO posts, along with the review of Job descriptions…  Key focus areas: 1/ English as operational language. VADM Andrés Breijo Deputy Director General for Military Teaching & Director, Central Defense Academy

BILC CONFERENCE – MADRID, SPAIN 3-7 May 2015 Each NATO nation is responsible for its own language… BILC can and does make recommendations… Varying testing methods and different interpretations of STANAG 6001 do cause differences in SLP certificates. Spain passed through a BAT in 2009… As a result, Spain changed all of our testing regulations, and issued the Defense Ministerial Order 64/2010, in accordance with BILC’s recommendations. VADM Andrés Breijo Deputy Director General for Military Teaching & Director, Central Defense Academy

BILC CONFERENCE – MADRID, SPAIN 3-7 May 2015 L3-Professional Level: high level of proficiency. Our target (realistic and very demanding) 50% of officers. L4- Expert Level. It is impossible to reach in classroom, needs lengthy immersion courses living abroad, and even then, most people never do. Standard Language Profiles (SLPs) of many job descriptions need to be updated. VADM Andrés Breijo Deputy Director General for Military Teaching & Director, Central Defense Academy

BILC CONFERENCE – MADRID, SPAIN 3-7 May 2015 Survey on language requirements in the IMS September 2012: 60% of IMS posts require 4444, and another 12% require 4343, and only 28% require 3333, the professional level. We know that Language Needs Analysis (LNAs) of positions have started, but would be informative… But, … Julie Dubeau, Associate BILC Secretary, will illustrate us with their most interesting lecture titled “BILC, Language Needs Analysis” ¡¡¡ ENJOY THE CONFERENCE !!!!!! VADM Andrés Breijo, Deputy Director General for Military Education & Director, Central Defense Academy
