Introduction As part of encouraging Government in East Asia WPRO piloted workshop on HWTS in Philippines (2009), Viet Nam (2010) and Cambodia (2011). This manual is result of those initiatives for use for other regions. Target for government officials with view that training workshop can be one for the national plan to support.
