OBF Report to the NANC July BACKGROUND – OBF LNP EFFORTS The OBF Local Service Ordering and Provisioning (LSOP) and Wireless Committees have developed methods for effectively porting numbers that are used by the wireline and wireless industries. –ATIS’ LSOP is responsible for the Local Service Request (LSR) process, which is used by the wireline industry to port numbers and do business between service providers since the inception of LNP. –ATIS’ Wireless Committee is responsible for the Wireless InterCarrier Communication Interface Specifications (WICIS) process to port numbers between wireless service providers. –The LSOP and Wireless Committees work collaboratively as the Intermodal Subcommittee to resolve issues pertaining to the ordering and provisioning of local telecommunications services between wireline and wireless providers. –The LSOP and Wireless Committees are utilizing the LSR for intermodal porting with mapping taking place from the LSR to the WICIS process and vice versa.

OBF Report to the NANC July RECENT ATIS OBF LNP ACTIVITY In March 2008, in response to the FCC’s four fields decision, the LSOP Committee developed the Simple Port Service Request (SPSR) to be utilized in lieu of existing LSR documents and processes for simple ports only. –Despite the substantial work that went into the development of the SPSR, the process was not consistently implemented across the industry. In April 2008, the Intermodal Subcommittee undertook the development of a joint number portability document for all types of intermodal porting (simple and non-simple). –Due to the differences in business models, systems and process requirements of wireline and wireless industries, consensus was reached that a single bi- directional form would not be possible. –The LSOP Committee proposed use of the WICIS process from wireless and LSR process from wireline as an alternative approach while also actively engaged in discussions to further streamline the LSR porting process.

OBF Report to the NANC July RECENT ATIS OBF LNP ACTIVITY In January 2009, the LSOP Committee established Issue 3307 to address the industry’s need for standardization of number portability (REQTYP “C”) ordering and process implementation. –Original targeted completion date: December 31, In addressing Issue 3307, the LSOP Committee undertook complete review of all documents associated with REQTYP “C” (number portability only) including identification of: –Unnecessary and duplicate fields; –Fields required specifically for REQTYP “C”; –Validation fields based on the four fields decision; –Variations between simple and non-simple porting; –Local response requirements; and –Additional optional or conditional fields that may be necessary to accomplish an individual provider’s request (for example, if the provider chooses to send a subsequent version of a request, the SUP and VER fields would be required).

OBF Report to the NANC July RECENT ATIS OBF LNP ACTIVITY On May 21, 2009, ATIS received a request from LNPA WG for OBF input for inclusion/consideration in its report to the NANC. –Based on the FCC’s one day interval decision and current work of ATIS OBF on standardization of (REQTYP “C”) the LNPA WG asked OBF to submit a standard list of data fields to be used for simple and non-simple ports (output from Issue 3307) by July 15. Since receiving this request, the OBF accelerated its work on Issue –Since May 21, approximately 12 face-to-face and virtual meetings have been held.

OBF Report to the NANC July STATUS UPDATE - Progress on Issue 3307 The LSOP Committee has developed two (2) standardized sets of fields that may be utilized to submit “Number Portability Only” orders. –Simple Ports: The four field decision validation guidelines apply. The one day interval decision applies. –Non-Simple Ports: Providers may choose to submit simple ports via this Non-Simple format to take advantage of the potential for receiving a confirmation for a longer than requested due date, should the order be found to be Non-Simple, rather than receiving a reject. Port orders received in Non-Simple format must pass Non-Simple edits prior to resolving Simple vs. Non-Simple to determine Due Date. The LSOP Committee notes that, even if the industry changes the way number portability occurs, there will continue to be a need to use the LSR for ordering processes by the wireline industry.

OBF Report to the NANC July STATUS UPDATE – Progress on Issue 3307 On July 9, the Intermodal Subcommittee met to review the LSOP work efforts to date. –Next intermodal conference call to continue discussions is scheduled for July 22. –The agenda for this call will include requests for specific additional fields, how those fields would be utilized, and whether those fields should be validated and when to be provided. LSOP Committee continues to work on the local responses associated with both REQTYP “C” and specific to simple ports. ATIS OBF presented an initial report/readout to the LNPA WG on July 15 in response to the request received by the NANC.

OBF Report to the NANC July NEXT STEPS ATIS OBF anticipates completing Issue 3307 in time for review by the LNPA WG and inclusion in their report to the NANC.
