Denfinition  High-quality staff development is essential to achieve the nation's goal  It can improve the quality of education  It is a continuous process of individual and collective improvement of practice.

Whose responsibility  It should be the responsibility of everyone involved.  The combination of education association, corporation, and local school districts can share responsibilities.

How topics identified  It should consider the principles of adult learning.  The changing of U.S. student population  The school reform  The educational standards movement

Pay for staff development  Most school districts overburdened  Local school districts-school boards, states, governor and some other business groups, associations are sharing to pay for staff development.

Teachers are paid to participate in staff development  Professional pay is an integral part of an educational system that promotes teacher quality.  If teachers are going to seek out additional professional development opportunities, there must be meaningful financial incentives to encourage them.

 endorsing additional compensation to teachers who earn advanced certification by passing the demanding, performance-based assessments of the National Board for Professional Teaching Standards (NBPTS) Teachers are paid to participate in staff development

 paying teachers for mentoring, peer support and other professional development activities.  12 states had afforded stipend for beginning teacher induction. Teachers are paid to participate in staff development

 paying for National Board Certification---- numerous districts with AFT affiliates offer fee support and/or salary supplements to teachers seeking and/or achieving National Board Certification.  Till October 2000, 17 states had fee supports and salsary supplements, eight had fee supports only, and 21 had salary supplements only.(Minneapolis, $1,500) Teachers are paid to participate in staff development

Some failures about the pay scheme  The program was underfunded.  It was designed so that there were no gradations of merit, only “winners” and “losers”.  It gave rewards to teachers in the wealthiest schools more often than to those teaching the neediest students.

 It created teacher morale problems stemming from the creation of unfair competition in a profession where cooperation and collaboration are valued. Some failures about the pay scheme

Conclusion  Teachers are the most basic educational resource communities provide to students.  By assuring a competitive base salary, on- going professional development and an enhanced payment for staff development schedule, all students can be afforded equal access to well-prepared, qualified teachers.  Anything less will deny students access to the quality education that they deserve.

Compared with XuHui School District  Staff development also becomes the more and more important program during these years.  The school district, XuHui Education Bureau, XuHui Institute of Education, schools and teachers will share the responsibility together.

 Education Bureau, schools and individuals need to share the payment for some kinds of staff development.  Now there has been the great progress here about the support of professional development, especially the increasing learning opportunities. Compared with XuHui School District

 A large population country is not equal to a country with enormous human resources.  It is no doubt the country which can improve into human resources country earlier will be more powerful and flourishing.  During the developing process, quality education will be the most significant reason.  The country, the school district, the Education Bureau and the individuals involved should think carefully together how to balance the expenditure and investment, to acquire the highest effectiveness and the success of teachers, students, parents, and then to construct and describe the blueprint of the future of our country.
