Published Standards 13 standards shall be applied by contractors, dealing with track machines (WG 5), welding (WG 4), safety (WG 39), qualification of contractors (WG 34) and partly trackwork acceptance (WG 21) In general, standards are in voluntary domain but those declared by EC as “harmonized” consist parts which are mandatory under the European legislation A Harmonised Standard provides a presumption of conformity with the essential requirements of Directives CEN TC 256/SC 1

OTM Task Force Agreement on OTM authorisation has to be kept voluntary for time being EN is best basis for developing mutual acceptance by NSA Check the bilateral agreements for OTM Proposal of alignment EN by CEN WG 5 as harmonised standard, but timetable available for TSI revision is short for them Decision to take actions to identify the critical items for TSI revision in the time schedule adopted by ERA by Task Force
OTM Task Force Conclusions & Actions (1) Detailed comparison of TSI and EN cannot be done by internal resources of UNIFE and EFRTC Chapter 4 TSI Loc & Pas shall be analyzed point with regard to its applicability to OTM and a detailed critical comparison of each item of EN with chapter 4 TSI Loc & Pas shall be performed
OTM Task Force Conclusions & Actions (2) Call for proposal with detail remit drafted by EFRTC by end of the October 2011 A consultant shall be selected to perform the work by the end of the year by 15 November 2011 (5 pre-selected companies/consultants approached)
OTM Task Force Conclusions & Actions (3) In addition to previous agreement existing bilateral/multilateral agreements shall be checked with regard to OTM Work will be carried out by members of Task Force For this purpose UNIFE provided EFRTC with matrix of bilateral agreements
