U.S. Department of the Interior U.S. Geological Survey Commercial Remote Sensing Space Policy (CRSSP) Briefing Tom Cecere USGS Land Remote Sensing Program (703)

Supporting the Commercial Remote Sensing Space Policy (CRSSP) “The fundamental goal of this policy is to advance and protect U.S. national security and foreign policy interests by maintaining the nation’s leadership in remote sensing space activities, by sustaining and enhancing the U.S. remote sensing industry.”

Near-Term Requirements Continue use and development of current tool Long-Term Requirements Continue use and development of current tool Civil-Industry Partnerships USGS Led NOAA Led CRSSP Civil/NGA Shared Execution NGA Led Senior Management Oversight Committee (SMOC)* Infrastructure/Architecture (NGA/USGS) – NGA provides for leveraging of its I/A and technology – USGS provides for leveraging of its I/A and technology Contracts (NGA/USGS) – Coordinate procurement vehicles – Ensure broad distribution options for civil needs – Bonus off NGA contracts Purchases (NGA/civil agencies) – Leverage NGA/civil purchases in areas of common interest – Upgrade licenses when additional needs can be met * The SMOC provides strategic direction and policy guidance to all shared execution teams. CRSSP Shared Execution Team Leverage Infrastructure/Architecture, procurement contracts and NGA/civil purchases Senior Management Oversight NGA -- Doug McGovern (Chair) NOAA OSC – Ed Morris (Vice-Chair) USGS -- Barbara Ryan NOAA -- Richard Brooks NASA -- Ted Hammer DHS -- Dan Cotter USDA -- Brad Doorn Other Federal Agencies CRSSP Shared Execution Team

Participating Agencies

What is the CRSSP Imagery Derived Requirements (CIDR) tool?  Designed to collect federal agency near-term land remote sensing data requirements  Provides query and report capabilities on data requirements

What is a CRSSP data requirement? There are two types of data requirements:  Data Request  Interested in obtaining imagery over a specific area, but funding is uncertain  Planned Data Acquisition  Currently planning to acquire (fund) new or archived imagery over a specific area

USGS Commitment to the Commercial Remote Sensing Space Policy (CRSSP)

High Resolution Example

NGA has offered to try to fulfill some Fed Civ Unfunded Requirements There is a clear mission and the observables are well defined The imagery will be used during the calendar year (2007), or there is a scientific significance for having the imagery available in the archive NextView licensing is satisfactory The Area of Interest is defined in such a way that the collection can easily be obtained (weather permitting) within 2 to 3 passes (note Quickbird has a 16km swath and Ikonos has an 11km swath) If repeat collections are needed, provide sufficient justification NITF format is acceptable for the raw imagery (imagery will be ordered such that the ephemeris data will be available -- equivalent to orthoready) The imagery would not otherwise be able to be obtained due to funding constraints Guidelines
