Managing Public Charging Access August 6, 2010

What is Coulomb? Silicon Valley Company:  Founded in 2007 to develop Electric Vehicle Charging Infrastructure  Mission is to eliminate range anxiety through a sustainable business model  Venture funded Technology:  Networked charging stations and electric vehicle business applications  16 patent applications filed, 2 awarded Business:  Started shipping in Q1, 2009  130+ customers globally - municipalities, corporations, and utilities

No tailpipe so no emissions Electricity is a low cost fuel Consumers love them Why Electric Vehicles?

The first generation of cars, coming in the next 3 years, take 4 hours to charge Cars are parked somewhere 23 hours a day – that’s where we need charging stations  In homes, apartments, condominiums and hotel garages  In workplace parking lots  In public lots and curbside  In San Francisco there are 6 times as many cars as private garages Where Do We Fuel Them?

Why do we need Smart Charging? To generate the revenue needed to pay for electricity, charging stations, station maintenance, road maintenance taxes, and real estate To make the grid efficient and dependable To make life easy for EV Drivers To keep life cycle costs low

Networked Charging

Department of Energy Award DE-EE o $ 37M Project - $ 15M DOE - $ 22M Match 9 Metro Regions – 3 California Regions o Los Angeles, San Francisco, Sacramento CEC Grant $ 3.4M (AB118) o 1290 Stations o Leverages over $ 12M of ARRA + JOB CREATION Phase 1: Deployment ends 12/31/2011 (18 Months) o Stakeholder Meetings Underway o Allocation and Deployment Underway Phase 2: Data Collection ends 12/31/2013 (24 Months) ChargePoint America in California

Demonstrate the viability, economic and environmental benefits of an EV charging infrastructure Roll out an infrastructure for EV drivers to facilitate a rapid increase in the use of Electric Vehicles Coordinate Stakeholders and OEM EV deployments to maximize charging station infrastructure usage Provide EV charging stations for public, commercial and residential locations to encourage consumers to buy Electric Vehicles Collect statistical data from the project essential for sound planning and policy guidance o Analyzed by INL, CEC and Purdue University Program Scope

Policy Needs For a Successful Industry 1. Enable workable revenue model for shared stations (apartments, condos, public, retail, workplace) o Drivers need to pay station owners for electricity, maintenance, capital, and real estate 2. Enable incentive rates and integrated metering o Incentive pricing requires some type of submetering o We can include submetering in the charging stations at very low cost o Incentive pricing encourages people to use off-peak energy o This will ensure that the grid is used efficiently 3. Smart Grid Integration o Charging stations with Demand Response, Time-of-Use Pricing, and AMI will be compatible with the modern electric grid 4. Help with Local Planning o We need public charging locations o Streamline installation permitting and inspections
