Youth Employment Strategy TRANSITION TO WORK (TTW) – FEDERAL GOVERNMENT INITIATIVE Industry Consultation

Outcomes  an industry-led response to the recently released Exposure Draft for the Federal Government's Transition to Work initiative  identify industry organisations and representative employers with national or large scale coverage who may be interested in participating  identify an industry sector that is willing to offer a range of opportunities for young people across Australia - as a deliberate and proactive industry-based response that offers a solution to the issues identified in the employer survey outlined in the Exposure Draft.

Response to Exposure Draft  MWLP would like to submit a response to the Exposure Draft that offers the Federal Government a description of an innovative industry solution that would add value to the new Transition to Work initiative on behalf of contributing partner organisations.  We believe that there may be funding available that would enable this solution to be rolled out in 2016 in parallel with the Transition to Work initiative.  MWLP would like to include in the response the desire to replicate this industry-led model across other industry sectors beyond 2016 to further enhance Transition to Work.

Outline for today  What is Transition To Work?  How does TTW impact on industry?  How can Industry get involved?  What are the possibilities?

What is Transition to Work (TTW)?  Transition to Work (TTW) is part of the Youth Employment Strategy - announced in the Commonwealth Budget to help young job seekers at increased risk of long-term unemployment to improve their chances of finding and keeping a job  $212 million commitment from with option for further 2 years  Target: early school leavers and disengaged young people at risk of long-term unemployment  New service to assist young people aged years who are not in employment or education.  Is this a group you are interested in engaging, with a view to employment within your industry?

Transition to Work involves  Intensive pre-employment support to improve the work readiness of young people (Foundation skills)  Place young people into Jobs (including apprenticeships and traineeships) and support after placement  Purchase Training, equipment or other related work items  Place into further education  Strong focus on helping young people to understand what is expected in the workplace and to develop skills, attitudes and behaviours expected by employers  National Work experience program  Separate to Governments mainstream employment service Jobactive  Government wants to see innovative and unique delivery

Employer Survey indicates need for new service  Young people who leave school early, before completing Year 12 (or Certificate III) are more likely to find the transition from school to work or post-school education difficult  Returning to school is not a feasible or productive option for many of these  A lack of foundation skills inhibits young people’s ability to find and keep a job – skills like the ability to read and write, to behave appropriately in the workplace, to work in a team and to focus on work tasks  3000 employers surveyed – confirmed a critical link between core foundation skills and a young persons job prospects and a lack of positive work-focused behaviours as key barriers to employment for young people

What employers said would improve young peoples chances...  30%+ said improvement in young people’s attitude to work, appear more motivated or willing to work, have a stronger work ethic and willingness to take direction was required  13% thought some work experience would help young people gain an understanding of what is expected in the workplace.  12% young people needed to be more reliable and responsible (to improve their job prospects eg stay with business for an acceptable period of time, turn up to shifts, be punctual and show respect to colleagues and customers)  11% said young people should take more care with their personal presentation  10% felt training and further education was the most effective way to improve the employment prospects of young people  8% improve job seeking skills including job applications and resumes

How does TTW impact on Industry?  Addresses lack of understanding between industry and jobseeker  Assist jobseekers to be better prepared for workplace  Jobseekers will be better skilled  Will help industry to have more input/ideas of best candidates  Economic benefits to industry  Long term benefits for jobseeker, family and community  Some programs have been successful – Industry-led can make next link to jobs, work experience, training etc.  Planned activities with shared load and benefits  National focus  Opportunity to be innovative

How can industry get involved? Innovative solutions  Industry interested, prepared and able to co-ordinate to provide opportunities/activities/engagement/advice/feedback in following areas;   Jobs   Related training   Work experience   Foundation skills   New economic activity   Parents   Other ideas  If industry driven – there’s more impact, it is innovative, relates directly to outcomes and what industry needs, engagement with young people has long term benefits and has national application

What are the possibilities?   Jobs – Apprenticeships & Traineeships, GTJD, iCareer, career preparation, how to apply, resume, job applications, finding positions to apply for, interview panel/match & referral of jobseekers, maintaining employment, mentoring, employment pathway plan, Job Club, core skills for work (employability skills), expos, job creation   Related training - Pre apprenticeship courses, trade readiness, use of industry_ and training facilities ie/ TTC and Industry Skill Centres (existing facilities/factories/etc), VET build on from school   Work experience -Work Experience, Work Inspiration, industry visits, industry led-workshops, guest talks

What are the possibilities? cont.   Foundation skills - Life and work goals, financial planning, employment preparation & support services, case management to overcome any personal barriers, mentoring, reading & writing, literacy & numeracy training, communication skills development, social skills   New economic activity - Job creation, new company, supply chain for industry, capability assessment/job or jobseeker profile, succession planning, youth targets   Other ideas – Projects – F1 in Schools, website, central location for youth jobs, camps, business mentors, utilise apprentice ambassadors, industry working groups, best practice, developing entrepreneurs, STEM, extra link to remote/country areas – how to include and facilitate permanent links  YOUR IDEAS
