AN AGENDA FOR SUSTAINABLE CONSTRUCTION WHOLE LIFE COSTS – Studies and R&D actions to establish guidelines for LCA/LCC to become normal standard procedures – Assessment of environmental impacts over lifetime of built facilities – Estimates of LCC available to clients before construction begins – Mandatory for public works? – Benchmark alternative development solutions.

AN AGENDA FOR SUSTAINABLE CONSTRUCTION SUSTAINABLE PROCUREMENT – Public clients should lead in promoting sustainability – Mitigating environmental impacts should become part of the planning permission procedure. – Study on advantages/disadvantages of contract awards on the basis of « concessions » and « facilities management » in reducing environmental impacts.

AN AGENDA FOR SUSTAINABLE CONSTRUCTION SUSTAINABLE PERFORMANCE INDICATORS: – A set of shared indicators for the EU – Reconcile with « urban sustainability indicators » and use them as a basis for environmental reporting – Develop a system of LCC performance indicators to facilitate comparisons/benchmark sustainability performance across Europe.

AN AGENDA FOR SUSTAINABLE CONSTRUCTION RESEARCH AND DEVELOPMENT – ECCREDI through E-CORE = focal point for RTD actions for sustainable construction – Through E-CORE consider developing European Standards for performance criteria as an alternative for prescriptive requirements in public procurement.
