6 Determine Stratum Boundaries Model Based sample design was used to determine stratum boundaries and sample allocation to strata (equal allocation results) Number of strata within a cell was specified based on the cell total sample size –Minimum sample size within a stratum is 40 (3 strata for cells with 120 total points) –Error Ratios in each sample cell –Maximum number of strata is 5 Model Based stratification occasionally resulted in additional certainty strata (100% sampling within the stratum) –Caused by ESIIDs with unusually high or low usage values –Eliminated by changing the boundary to include the ESIIDs in the adjacent stratum Primary voltage ESIIDs were included in the population for all cells except the 4 identified as having significant proportion of the load These four were treated as separate strata within each cell

7 Determine TDSP Sample Allocation Determine percent of ESIIDs within each stratum by TDSP Assign proportional share of sample points to each TDSP Apply TDSP valid data factor to their share of the sample points and round up to the nearest whole number to account for expected valid data collection rate

8 Sample Point Retention Retainable Round 1 sample points for each TDSP were identified by cell and stratum TXUED new load research sample points also were identified by cell and stratum The number of additional sample points needed by cell and stratum was determined for each TDSP, within each cell and stratum : –For TXUED: ERCOT new points = required sample size – retained points – TXUED new points –For all other TDSPs: ERCOT new points = required sample size – retained points

9 Sample Point Lists Three sample point lists will be provided to TDSPs for both the RES and BUS profile groups –Retainable Round 1 sample points for each TDSP were identified by cell and stratum The number of new sample points needed by cell and stratum was determined for each TDSP –TXUED new load research sample points also were identified by cell and stratum –within each cell and stratum : ERCOT new points = required sample size – retained points The number of retained sample points by cell and stratum was determined for each TDSP : Retained Sample Points = LRS Rnd1 Retainable Points + (TXUED new LR points)** A list of Backup (Replacement) Sample Points by cell and stratum # of Backup Sample points = Max(25, Required Count * 15) ** Applied to TXUED proportionate share of required sample points
