Administrative Services Fleet Management

Smitty was born in Haleyville, AL and moved to Central Florida in He graduated from Lakeview High School and attended operator engineer school. He is now a licensed operator. William R. Smith - 25 Years Smitty was hired in 1982 to work in Fleet Management to perform on-site heavy equipment preventive maintenance, which he has done for 23 years.

Bill Smith – 25 Years Smitty now works in the heavy equipment repair shop. He has been married to Linda for 38 years and they have two sons: Barry and Larry. In his spare time, Smitty enjoys working at his church. *

Corrections In-Custody Security

Wynnette was born and raised in Orlando. She graduated from Jones High School and Wymore Vocational Technical School. Wynnette Bryant Hinkle 20 Years She was originally hired in 1987 to work at the Main Detention Facility’s Medical Department. She was promoted to Domestic Violence Special Deputy Clerk and is now the “Goddess of Kronos” at the Main Facility.

Wynnette Hinkle – 20 Years Wynnette is also a Charter Member of the Club Orange Toastmasters International. She has 4 children. Wynnette has been the Secretary of the New Bethel AME Church for the past 18 years. She is also a member of the Order of Eastern Stars, Chapter 110; Matron of Gardenia Court #10; and Regional Vice Grand President of the Lily Security Benefit Association and Royal Court. In her spare time she enjoys singing, traveling, and mentoring. *

Fire Rescue Operations

Jon was born in Anderson, IN where he graduated from Hamilton Southeastern High School. He moved to Central Florida in 1986 and is currently attending Valencia Community College. Jon M. Haskett - 20 Years Jon was hired by Orange County in 1987 to work on Truck 66. He was transferred to Station 83, in the Waterford Lakes Area, back in the early 90’s when the station was surrounded by trees. My, things have changed!

Jon Haskett – 20 Years Jon transferred to Station 53 because, at the time, things were too slow at 83. He then moved to Station 50 to learn Special Operations. His significant accomplishment was saving a woman from a sinkhole that was featured on * He was assigned to Squad 3 in 2003, where he is currently assigned to Shift A. Jon is married to Alisa, and they have three children: Derik, 17; Jessica, 13; and Dax, 3. In his spare time, Jon enjoys golf, but he says most of his time is absorbed by work.

Health & Family Services Head Start

Almastine was born in Forrest City, AK. She graduated from Lincoln High School and the University of Arkansas where she earned a degree in degree in Sociology. Almastine Coleman - 30 Years In 1974, Almastine moved to Winter Garden and a year later, she starting working with Community Affairs as a Youth Development Aide. In 1977, she was promoted to Social Service Caseworker.

Almastine Coleman – 30 Years Almastine was later promoted to Social Worker and Center Manager, supervising the Social Services and Head Start Center. She currently is assigned as a Social Worker with the Head Start Division. Almastine is married to Charles and they have three daughters and four grandchildren. Almastine is a cancer survivor and she thanks God and all of the Orange County employees who stood by her during her battle. She is a member of the Open Door Ministries Church where she enjoys singing in the Church choir. Almastine also enjoys shopping and traveling. *

Shirley is a native of Orlando. She graduated from Jones High School and holds a Master’s Degree in Early Childhood Education from Nova Southwestern University. She began her career with Orange County has a Head Start Teacher at the Marks Street Center. Shirley A. Brown - 30 Years During Shirley’s 30 years with Orange County, she has earned several promotions: Lead Teacher, Education Coordinator and Program Manager. She is currently the Senior Program Manager at Head Start.

Shirley Brown – 30 Years From 1989 to 1996, Shirley supervised the local Enhanced Head Start Program which provided services to 160 children and families. Today, Shirley is responsible for Head Start Program Operations, Transportation, Education Services. She supervises 22 Head Start Centers serving 1,536 students. Shirley is active in Head Start locally and nationally and has served on several advisory boards, including the National Head Start Association, Region IV and the Florida Association Boards of Directors and the Harbor House Board of Directors. In her spare time, Shirley enjoys reading, music and travel. *

Utilities Fiscal & Administration

Papo, as he is known, was born in Ponce, PR and graduated from the University of Puerto Rico. He moved to Orlando in 1980 and joined Orange County as an Engineer Technician I in Eugenio Morales - 25 Years Papo has received the following promotions: Engineering Technician II, III, IV; Network Operations Specialist, Business Unit Systems Analyst. He is currently on the Applications Support Team.

Eugenio Morales – 25 Years Papo became a certified Network Administrator through training received by Orange County to establish the Wide Area Network (WAN) for Utilities. While training, he also worked as an Engineer Technician, Network Administrator and he administered the Utilities Exchange . Papo has developed “in-house” design plans, coordinated most of the Utility Relocation Projects, including project estimates. He performs vertical and horizontal control surveys and orders new surveying equipment. Papo says he has been married to a great lady for 16 years, Patria, who works in OMB, and they have two children: Miguel 15 and Taina, 13 (going on 30). In his spare time, he enjoys playing basketball and he volunteers at the Catholic Youth League as an Assistant Baseball Coach. *

Utilities Customer Service

Pat was born and raised in Orlando. She graduated from Colonial High School. Pat was originally hired by the Convention Center to work in their Facilities Division. Patricia Jane Spear - 20 Years In 1990, Pat was promoted to Meter Reader with the Utilities Department. She later moved up to Customer Account Analyst, Acting Utilities Billing Specialist and in 2002 Pat became a Utilities Billing Specialist.

Pat Spear – 20 Years Pat played a pivotal role in the testing and implementation of the Itron Handheld System, a wireless device to read meters. * She is married to Dean and they have three children: Amber, 17, who attends University High School; Dean and Daniel (twin 11- year olds) who attend Corner Lake Middle School. In her spare time, Pat is active with her children & their hobbies. She enjoys bowling and continues her computer science education.

Utilities Water Reclamation

Willie was born in Winter Park and attended Webster High School. He was hired in 1987 to work in Wastewater Pumping, where he has worked his entire 20 years. Willie Lemon - 20 Years Willie has received the following promotions: Equipment Operator II, Maintenance and Technician. He is currently an Equipment Operator IV.

Willie Lemon – 20 Years Willie has been married to Phyllis for 23 years and they have one daughter: Kerby who attends UCF with a GPA of 5.3. Willie loves to serve the Lord. *

Dan was born in Herlong, CA and moved to Central Florida in He graduated from Mid Florida Technical School in Dan was hired by Utilities in 1977 to work at the Azalea Park Wastewater Treatment Facility. Daniel D. Deleon - 30 Years He has also worked at: Corrine Terrace Treatment Plant; Eastern Water Reclamation; Cypress Walk Treatment Plant, South Water Reclamation and the Northwest Reclamation Facility.

Dan Deleon – 30 Years Dan completed the Orange County Supervisory Development Program and he has earned a Class “C” to Class “A” Wastewater Certification. He is currently a Senior Operations Specialist at the Northwest Water Reclamation Facility. Dan is married to Melinda and they have three children: Peder, Derek and Jon. Dan enjoys riding, fishing, searching unknown motorcycling territories with his metal detector, and teaching his sons to drive. *
