Kuala Lumpur Draft Structure Plan 2020 The Draft Plan was based on twelve main parameters, namely: (1) Economic Base and Population, (2) Income And Quality of Life, (3) Commerce, (4)Tourism, (5) Industry, (6) Transportation, (7) Infrastructure and Utilities, (8) Housing and Squatters, (9)Community Facilities, (10) Urban Design and Landscape, (11) Environment and (12)Special areas.

5 Major goals under the draft structure plan Goal 1: To enhance the role of Kuala Lumpur as an international commercial and financial center. Goal 2: To create an efficient and equitable city structure. Goal 3: To enhance the city living environment. Goal 4: To create a distinctive city identity and image. Goal 5: To have an efficient and effective governance.

Ten development Strategies:  Enhance the working, living and business environment of the City Centre.  Designate and develop International Zones.  Designate and implement Comprehensive Development Areas (CDAs).  Encourage and facilitate the development of Malay Reservation Areas, traditional kampungs and new villages.  Initiate and implement the redevelopment of blighted areas.  Ensure complete and integrated city linkages.  Provide priority and incentives to development in areas around transit terminals.  Ensure the functional distribution of centers and facilities.  Consolidate the development and enhance the environment of stable areas.  Consolidate the development and enhance the environment of major entry points.

1. Housing More equitable distribution of low, medium and high cost housing More affordable medium cost housing to cater for working population. One of the highest Ratio of House price/annual income at 3.27 which means 30% of income used to pay for housing Ideal figure should be 5%. Old public and private flats should be improved/redeveloped to meet minimal current standards KLFT PGRM proposes

2.Community Facilities Main objectives to create a balanced and integrated society by providing facilities to all people regardless of race, greed and social status Fairer provision of schools of different streams More SRJK© and SRJK(T) be built Sufficient and adequate community halls in housing estates Adequate provision of non-Muslim religious sites Beautification of existing cemeteries to turn into Memorial parks KLFT PGRM proposes

3. Public Transport and City Traffic Good integration of public transport and feeder services Ample parking at certain strategically located Mass transit stations (Park-N-Ride) Free looping bus system in inner core city KLFT PGRM proposes

4. Industrial Workplace Aims at revival of inner core city population Setting up clean, high tech R & D based Industrial Parks Modern service industries e.g. automobile parks Environmental friendly with park-like ambience High skill labour force KLFT PGRM proposes

Stormwater Management and Road Tunnel (SMART) Diversion of flood runoff from the catchment area (near the confluence of the Klang river and the Ampang river) through a bypass tunnel before it is being directed back to the Klang river downstream. The Tunnel also provides an alternative traffic route to lessen traffic congestion at one Kuala Lumpur's southern gateway near the Sungai Besi Airfield. Total estimated cost RM 2.5 billion

Bypass Tunnel is 9.7 km in length

Kuala Lumpur North East Highway 17 km long start from the vicinity of the Duta Interchange bypassing the north of Sentul Raya, Taman Tasik Titiwangsa and Taman Setiawangsa before terminating at the Middle Ring Road II near the Ulu Klang Free Trade Zone and residential schemes of Ukay Heights and Taman Sri Ukay.
