There are three ways in which the Absolute Truth is complete 1) Brahman, Paramatma, Bhagavan. Many religions or philosphies only know immanence or only know transcendence. All three must be there, with the philosophy of acintya bedabeda tattva for a complete understanding.

2. He has created this material world to also be complete. We get complete material facility for our sense gratification when we cooperate with the will of Krishna.
