The European Mediterranean migration model: what is that? The model is studied on the basis of a transnational approach comparing data and experiences of 4 UE Mediterranean Countries: Italy, Greece, Portugal and Spain; Commun cultural and socio-economic features and commun experiences of migrations governance such as: Shift from sending countries to hosting countries; late industrial development; economies based on SME and agricolture; weakness of welfare state/role of families in care services; diffusion of the grey market and large use of regolarizations mechanisms for migrants

The European Mediterranean migration model: some considerations Restricted entrance policies and massive security control systems at the EU borders → illegal status and social exclusion of migrants; Link between the grey market and migration flows towards EU M.C.→ fostering of social exclusion and deepening the gap between new and old EU migration Countries.

Apulia experience in migration governance: the policy for migrants’ housing Start up of the “ASIA” project. A pilot action for a challenging future goal: Social housing program including institutions, CSOs and banking sector. Nowadays 1 Asia agency is established in each province acting as front office dealing with migrants’ housing issues. Asia represents a pilot action in Apulia region because it involves the all regional and local stakeholders dealing with migration issues (Region Administration, Provinces Adm., Municipalities, Police dept., CSOs, charity foundations, Churches,etc) and it integrates several public/private services (social care, cultural, language,legal, real estate, finance)

Apulia experience in migration governance: the policy for migrants’ housing A multi-sectorial team composed by : legal expert; social worker; intercultural and language facilitator; real estate expert. A multi-services approach: the experience has showed the importance of integrating the public services for improving the life of migrants and fostering urban re-generation processes.

Apulia experience in migration governance: the policy for migrants’ housing Asia objectives: supporting migrants families in finding an accomodation suitable for their “life projects; Supporting LAs and CSOs’ work in migrants housing access; Identifying and fighting discrimination in housing access; Removing language and cultural obstacles in the housing process (i.e. communication with private and public sectors; documentations for renting and purchaising a house/apartment)

Apulia experience in migration governance: the policy for migrants’ housing Asia services for migrants: 1) Emergency housing: Cultural and language intermediation; Social work; Taking to get the house and monitoring. 2) Brokerage house: Cultural and language intermediation; Social work; Legal assistance; Brokerage house assistance; Matching between requests/offers renting-purchaising; Drafting contracts and monitoring.

Asia services for migrants: 3) Micro-credit: Linguistic and cultural intermediation; Evaluation of the micro-credit request; Legal consultancy; Support to the micro-credit procedures (i.e. estimates of costs for reparaing or renting); Facilitating the relationship between the Bank (“Banca Etica”) and the customers. 4) Social and legal assistance: Technical assistance from the legal expert and the social assistant; Conflict resolution (among different migrants communities and between migrants communities and the Italian community).

Asia main challenges Networking among institutions and associations; Coordination in the cross-cutting working teams; Need to adjust the customers criteria; Integrated accomodation finding; Micro-credit procedure vs accomodation needs
