Community Involvement Required by CO State Statute New School Application Rubric (Standard for Community Engagement) 1.C App.E Parent/Guardian & Community Participation in Application Process (Legally Required) Per the Charter Schools Act, the application provides adequate evidence of support from parents, teachers, students, and community partners. Parents and community members are involved in developing the proposed school. The application describes strong, diverse procedures and outreach strategies to engage all parents equally in the school. [i] C.R.S. § (1)(c) requires the application to include “evidence that an adequate number of parents, teachers, pupils, or any combination thereof support the formation of a charter school.” C.R.S. § (1)(a) requires that each school accountability committee consist of “at least seven members as follows: (I) The principal of the school or the principal's designee; (II) At least one teacher who provides instruction at the school; (III) At least three parents or legal guardians of students enrolled in the school; (IV) At least one adult member of an organization of parents, teachers, and students recognized by the school; and (V) At least one person from the community.” In addition, C.R.S. § (1)(d) requires that the school “to the extent practicable, appoint persons to serve on the school accountability committee who reflect the student populations that are significantly represented within the school”. 4

Parent/Guardian & Community Participation in Application Process  Demonstration of community support and parent/student demand for the proposed school will be a component in the evaluation of all new school proposals. 1.Describe the role of parents/guardians and community members in developing and providing input into the proposed school. 2.Describe the outreach you have conducted to engage prospective parents, teachers and pupils in the region you are proposing to serve. 3.Provide evidence of support for the proposed school among prospective parents, teachers, and pupils, or any combination thereof. Support may be gauged and demonstrated through community meetings, parent/teacher/student letters of support, surveys of prospective stakeholders, and/or evidence of letters of intent to enroll among other means. Describe evidence of support from any identified community partners, organizations, agencies, or consultants (e.g., letters of intent/commitment, in-kind donations, memoranda of understanding, and/or contracts, and should specify the resources to be committed or contributed from the partner, as applicable). 4.If the school is relying on a community partner to provide a service that is integral to the operating of the school or educational model we strongly encourage you to provide a copy of the contract or MOU. How will the school build family-school partnerships to strengthen support for learning and encourage parental involvement? 3.Explain the design of your School Accountability Committee (SAC), including member recruitment, schedule of meetings, and the role of parents/guardians and staff members.  Note: DPS refers to the statutorily required School Accountability Committee as the Collaborative School Committee (CSC). 1.What are your goals regarding the outcomes of DPS parent/guardian satisfaction surveys? (Note: the SPF rubric includes specific metrics about your satisfaction results and your goals should align to these.) How will you ensure high response rates? 2012 Bond Program: PAC s for Bond-Funded Schools Program Advisory Committee (PAC) Pursuant to Board of Education’s resolution in support of 2012 Bond Initiative: Each new school facility funded by the 2012 Bond Program will have a community involvement in the school program selection process for each new facility funded by the General Obligation Bond Outcomes of the community process – specific recommendations on the type of programs(s) the community would like in the 2012 Bond-funded facility; input linked to the Call for New Quality Schools review process The Board of Education will make the final determination in approving any new schools. Committee process – Two to three meetings, interface with Design Advisory Group to incorporate into design elements 9

2012 Bond Program: Design Advisory Groups Design Advisory Group (DAG) The DAG is used in the process of gathering and incorporating input from the local community on the physical design features and elements of a project.
