IMMIGRATION AND BORDERS SERVICE STATISTICS PORTUGAL WORK IN CLOSE COOPERATION IN ORDER TO OBTAIN RELIABLE DATA IN MIGRATION AREAS P ORTUGAL

IMMIGRATION AND BORDERS SERVICE NATIONAL CONTACT POINT OF THE EUROPEAN MIGRATION NETWORK, WHICH AIMS, INTER ALIA, FOR THE IMPROVEMENT OF THE QUALITY AND RELIABILITY OF STATISTICS IN THE EU. STATISTICS PORTUGAL ONE OF THE MAIN NATIONAL PARTNERS IN THIS ISSUE. P ORTUGAL

PORTUGUESE MIGRATION 60’s of last century, Portugal was an emigrating country (migratory flows negative balance); After 25 th April revolution | independence of the (current) Portuguese speaking African countries (a massive return of citizens from those territories); 80’s - increase of the number of resident foreigners (Cape Verde resident community); 90’s – growth and consolidation of the non-national resident population, mainly communities from the Portuguese speaking African countries and from Brazil; New century - new flows from Eastern European countries (ex: Ukraine) - relevant among the most representative foreigner communities in Portugal. Also, growth of foreigners coming from Brazil.

PORTUGAL LEGISLATIVE AMENDMENTS Extraordinary Regularization (1993 | 1994) - increase from 5%, to 8% and 10%, respectively; Extraordinary Regularization (1999 | 2000) - increase of 7% | 8%; 2001 | Foreigner’s amendment law - “stay permit” (AP) - immigrants from Central and Easter Europe AP -Ukrainian nationals around grants; 2005 | specific legal frameworks - the ‘pre-registration’ of foreigners - article 71 of Regulatory Decree 6/2004 of 26 April; and the exceptional scheme applicable to Brazilian citizens deriving from the “Portuguese-Brazilian Agreement on reciprocal contracting of its nationals”. PORTUGAL 2005 | the volume of extended stay permits decreases in relation to the initially granted number of permits; 2007 | new Foreigners Act comes into force (Act 23/2007, of 4 th July) – should be qualified as a transition year - seen as “year zero” of a new stage in the immigration cycles for Portugal. In synthesis 2008: foreign residents in Portugal – provisional stock of residents, an increase of 1%, compared to 2007 values; 48% of population comes from Portuguese speaking countries. PORTUGAL Since 1980 gentlemen’s agreement - Statistics Portugal and Portuguese Immigration Service (SEF) to publish data, on the statistical demographic yearbook; Statistics Portugal and Portuguese Immigration Service - Two paper questionnaires - National Statistical System – first residence permits applications and residence cessation; T ECHNICAL AND S TATISTICAL P RODUCTION F RAMEWORK (1)

PORTUGAL SEF and Statistics Portugal developed an IT project with the purpose to suppress paper support data collection and to be also used for the automatic update of foreigner’s stock data - a non-web-based statistical application - called INE/SEF - was in operation until 2008, with the last published data related to 2007; 1997 | 2007 – During this period several up-dates were made to this data base system (INESEF), as a consequence of the all legislative amendments that occurred. Namely in what concerns the different residence status and conditions to accede to a resident permit. TECHNICAL AND STATISTICAL PRODUCTION FRAMEWORK (2)

PORTUGAL 2008 – The Portuguese Immigration Service (SEF) investment in improving the quality of the statistical information, and for the first time, to extract data exclusively from the Integrated Information System database of SEF (SIISEF). Immigration and Borders Service database where all the information regarding the entrance, stay and removal of foreigners from the national territory is registered. Extract the statistical data from SIISEF - a specific database for statistical purposes – SEFSTAT: respond to the mandatory requirements of the Community Regulation on Immigration and Asylum Statistics (Regulation nº 862/2007); national data on foreigners resident population. PORTUGAL ARTICLE 3 Using statistical outputs provided by the new SEFSTAT database; SEFSTAT’s only includes data related to legal foreigner population and this fact doesn’t necessarily correspond to an immigration movement of that year; Currently it is not yet possible to filter the data in order to be able to identify some situations of change of legal status that may not actually be considered as a geographical movement/immigration flow. PORTUGAL Building up the structure according to PT legal framework and the EU Regulation requirements; Changing of data source and data exportation methodology: Analysis of pre-existing data (old data source); Occasional problems with data quality; Analysis of the provisional templates extracted; Fill in Excel template instead of exporting to CSV file format. Inexistence of some nationalities in excel report templates; Unavailability of some desegregation categories. ADMINISTRATIVE SOURCES AND DATA FOR STATISTICAL PURPOSES (3) THE EU REGULATION EXPERIENCE

PORTUGAL Improvement and consolidation of data in order to minimize the lack of some missing desegregations in each report; Improvement and consolidation of SEF’s information system (SIISEF) database in order to extract data for EU Regulation 862/2007; Improvement of the quality, quantity and analysis of the migration phenomena in order to allow demographic analysis. ADMINISTRATIVE SOURCES AND DATA FOR STATISTICAL PURPOSES (4) THE EU REGULATION EXPERIENCE

PORTUGAL In synthesis, Immigration Service and Statistics Portugal still to work together in order to improve the reliability and availability of all statistical data regarding legal foreigner population; Future works are being developed with the aim to become available from SEFSTAT variables characterizing the socio- economic status of foreigners.
