City Twinning A city-level partnership on a specific activity between a North and South cities sharing a similar vision towards the low-carbon and climate-resilient growth. More specifically, the partnership allows: (1) North cities to showcase their specific experience at an international stage; and (2) South cities to reflect their partner city’s experience in developing a specific carbon finance (climate change) action in their cities.
Objective of City Twinning To build skills and share practical knowledge among city managers and other relevant stakeholders in the design and implementation of carbon finance related activities. To assist in strengthening relevant city-level institutions to facilitate effective program implementation. To support development of mitigation projects in relevant sectors including energy, waste management, construction, water and air pollution control and transportation
CFCB Vision and Objectives CFCB Partners and Sponsors: World Bank Institute Carbon Finance Assist, C40 Cities Climate Leadership Group, Ecos, Kanton Basel-Stadt, SECO. Objectives: The CFCB focuses on emerging megacities in developing countries and aims at encouraging and enabling participating cities to reduce GHG emissions, and assess as well as use the option of Carbon Finance for its sustainable infrastructure development. Specifically it: –Strengthens Knowledge of Carbon Finance –Highlights project priorities and provide continuous advice on project development and implementation –Supports and facilitates institutional networking –Builds capacity of city staff through technical assistance –Facilitates peer-to-peer learning by establishing a network between participating cities and beyond.
CFCB Bottom-Up Top-Down Approach CFCB as a bottom-up learning-by-doing approach: –Assisting with development of concrete Carbon Finance projects –Establishing a nucleus institutional body of capacity within the city administration that can manage Carbon Finance together with a network of technical experts. CFCB as a Top-down approach: –Involve and commit high-level policy makers in encouraging the city to use Carbon Finance for city development
CFCB Project Development The CFCB Program involves a 5-step process : 1.Initial meetings, mayor commitments, and signing of Letter of Intent (LOI) 2.Establishment of City Task Team (CTT) 3.Project Development Workshop, site visits, and feasibility study 4.Selection of Local Implementation partner (LIP) 5.Project Implementation Parties Involved: CFCB, City Hall, LIP, other stakeholders (Private sector, financial sector, NGOs etc.)
CFCB Global Presence The CFCB has signed LOIs with four cities in which projects are actively being developed: Dar es Salaam, Jakarta, Quezon City, São Paolo Work is also being commenced on the CFCB City Group in South Africa and India
