RKVY : Monitoring SALIENT OBSERVATIONS NIRD Hyderabad

States visited = 17 Andhra Pradesh Karnataka Kerala Orissa Gujarat Uttar Pradesh Punjab Himachal Pradesh Meghalaya Assam Tamil Nadu Chhattisgarh Rajasthan Maharashtra Uttarakhand Haryana Jharkhand

Status of Fund Utilisation There has been improvement in the fund utilisation Good progress under stream II Delay in release of funds by states is a continuing concern Revalidation of Funds Election code of conduct affected progress in some states Over ambitious projects – needing relook Fund release not coinciding with crop season

Fund Utilisation Position: Stream I Utilisation Rate%States 0Jharkhand, Assam, Uttarakhand, Meghalaya Upto 25%Tamilnadu (23%), Rajasthan (19%), Chhattisgarh (14%) 26-50%Kerala (43%), Haryana (40%) 50-75%Orissa (74%), AP (72%), UP (69%), Punjab (53%) > 75%Himachal Pradesh (99%), Karnataka (96%), West Bengal (80%)

Some observations on RKVY proposals Substantial proportion of schemes for agri. related infrastructure/ facilities. Results may be seen in long term Pilot phase of productivity enhancement schemes scaled up to some extent – direct results Very small proportion of projects for value addition Funds released shown as utilised While Fisheries & AH have shown good progress in some states, agril. sector is showing slow progress in most states

Some observations on RKVY proposals.. Contd. Progress in integrating the already approved projects into C-DAP Proportion of projects emanating from C-DAP is improving DPC is not in place in many states Seed production projects have shown encouraging results

Status of C-DAP (30, October 2008) Sl.No.StateDraft completedApproved by DPC 1.Andhra Pradesh Haryana203 3.Himachal Pradesh Jharkhand Karnataka29? 6.Kerala14 7.Maharashtra-- 8.Punjab Uttar Pradesh Tamil Nadu29-- No Progress in Assam Other states, C-DAP is in various stages of progress

CONCERNS IN C-DAP Participatory exercise is seen only in a few states Some states/ UTs believe consultations with HoDs at the state is enough Approval by a district committee/ state task force is seen enough – DPC approval is not seen mandatory Other related/ relevant plans are not consulted eg. NREGS, NHM, NFSM

Convergence : Examples By and large Absent Some good examples do exist StateSchemeConverged with KeralaPromoting Appropriate Farm Mechanisation ZP, VFPCK, KAICO, Agriculture Horticulture DevelopmentNHM, Macro management, ATMA, RKV Infrastructure Development for Dist. Agril. Farm, Farmer Market ZP, relevant Govt. Dept., Agriculture

Convergence: Examples.. Contd… OrissaSelf Employment for SHGsIrrigation, DRDA, Fisheries Andhra Pradesh Land Fertility Development & Natural Protection NREGS/SERP, RKVY Himachal Pradesh Floriculture under Green Houses Irrigation, DRDA (SGSY) Horticulture Bank, RKVY TamilnaduPrecision FarmingMinor Irrigation & Agriculture

CONVERGENCE: SOME CONSTRAINTS Inter-departmental consultation is rare Reluctance of Sectoral Depts. to commit funds for projects from other plans Intention to effect convergence at state level once C-DAPs are ready Convergence is replacing/ substituting the programmes eg. Farm ponds under IWDP Fear of losing control over resources Differences in norms of subsidy/ target groups and accounting

CONVERGENCE: SOME CONSTRAINTS.. contd. Competing demands from various departments for RKVY funds without dovetailing Committed funds flow is not known (or unwilling to be provided by Dept) to decide convergence Acceptance Problem: Is convergence necessary or feasible? How do we monitor? Plans for various programmes eg. NREGS, NHM, NFSM, ATMA etc. are not available simultaneously Lack of Empowered authority to co-ordinate and facilitate convergence at district level

INNOVATION/ BEST PRACTICES (Some examples) Tamilnadu: Precision Farming : Range of Irrigated crops: Farmers Association for Input supply (Precision Farmers Association) Karnataka: Trash management in Sugarcane Karnataka: Extension through NGOs and Farmers Group Tamilnadu: Popularisation of Rice Transplanters : Turnkey – Nursery to transplanting Orissa: Acid Soil Treatment Punjab: Identification Tags for Animals to ensure proper Insurance claims Andhra Pradesh: Non-Pesticidal Plant Protection Management

INNOVATION/ BEST PRACTICES (Some examples).. Contd.. Andhra Pradesh : Integrated Pack House Chhattisgarh: Promoting Azolla as concentrate Feed Gujarat, Maharashtra: Krishi Mahostav & Krishi Dindi Haryana: Popularisation of Daincha for green manuring HP: Floriculture in green houses and community sprinkler Irrigation Kerala: Revival of Fallow lands into farming

A NOTE OF CAUTION Ambitious projects – targets unachievable, Approved projects need to be relooked Agri clinic: High Investment. Viability is a question unless ‘service addition’ is planned – need for slow approach Farm Ponds: Location and utility needs to be carefully planned Duplication and too many structures may lead to wasteful expenditure. Asset records and phased progress are needed Credit linked project may suffer progress – a relook at strategies are needed Inadequate staff in all RKVY related departments
