Command & Control Capabilities FY12 Opportunities

Global Command & Control – Joint GCCS-J is the DoD Joint Command and Control (C2) system of record, that provides critical joint warfighting C2 capabilities. GCCS-J provides a fused picture of the battlespace within an integrated system that provides a real-time picture of the battlespace necessary to conduct joint and multinational operations.

Global Command & Control – Joint Project – Global Command & Control – Joint (GCCS-J) Anticipated Start Date – 2nd Quarter, FY12 (major re-competes only) Predecessor Contracts – HC1028-08-D-2023/VC19 – Situational Awareness & Force Protection – Northrop Grumman HC1028-08-D-2023/VC20 System Engineering – Northrop Grumman HC1028-08-D-2025/VC10 Security Engineering - SAIC HC1028-08-D-2025/VC09 Deployment & Sustainment – SAIC HC1028-08-D-2023/VC21 I3 Capabilities – Northrop Grumman Anticipated Small Business Involvement – Unknown Anticipated Contract Type – Unknown

Global Command & Control – Joint GCCS-J provides the situational awareness, imagery exploitation, indications and warning, collaborative planning, course-of-action development, intelligence mission support, and real-time combat execution capabilities needed to accelerate operational tempo and conduct successful military operations in the modern crisis environment. GCCS-J also provides critical components, interfaces and data that are used or integrated by the Service GCCS systems (GCCS FoS) and critical interfaces. Designated as an Acquisition Category (ACAT) IAC Special Interest Program. In FY 12 GCCS-J is re-competing several major task orders (base plus option years) PMO has aligned scheduled releases to accommodate for a transition period between contractors if necessary. GCCS-J is looking for exceptional industry partners to team with Provide uninterrupted support to deployed GCCS-J baselines (Global, JOPES and SORTS) Provide innovative IT solutions for evolving the existing system to next generational technology with minimal impact to the operators.

Global Command & Control – Joint Several major contracts that will be competed: Security Engineering Support - Development, sustainment and synchronization of GCCS-J security components used by Global, JOPES and SORTS, and the GCCS FoS, and will cover new requirements to deliver and maintain a security solution that better meets the increased usage/reuse by the FoS and interfaces of GCCS-J components. Systems Engineering Development and Integration Support - General integration support of the current Global baseline and the development, sustainment and synchronization of GCCS-J infrastructure components used by Global, JOPES and SORTS, and the GCCS FoS. This TO will provide sustainment and synchronization support for the operational infrastructure components but will also be responsible for development, integration and maintenance of modern infrastructure components, the PMO will be developing in response to the evolution of the current system.

Global Command & Control – Joint Several major contracts that will be competed (cont.): Engineering and Software Development Support for Situational Awareness, Force Protection/Employment - Develop, sustain and synchronize the current GCCS-J Common Operational Picture (COP) applications and interfaces, in addition to the evolution, technical refresh and modernization of the situational awareness and force protection capabilities into Enterprise COP and/or the next generation of capabilities. Deployment and Sustainment Technical support - provides testing, integration and regression testing for GCCS-J, and quality assurance over both software and documentation released to the field upon completion of in-house testing. Includes operating the GCCS-J onsite lab and support center used for testing and operational troubleshooting. I3 Engineering Services and Software Development Support- provides intelligence applications and the necessary technical and engineering support of those applications required to deliver to the Joint Staff and Unified Commands
